About this Role: DHCS is seeking a candidate with experience in policy and budget legislation to assist with leading the Department’s Office of Legislative and Governmental Affairs (LGA). The Assistant Deputy Director (ADD), LGA, assists the Deputy Director (DD), LGA, with leading the Department’s legislative activities including those related to the formulation, refinement, and enactment of policy and budget-related legislation. The ADD, LGA, assists with the development and evaluation of annual budget trailer bill legislation proposals that impact the Department. The ADD, LGA, coordinates and collaborates with internal partners and external stakeholders such as the California Health and Human Services Agency, the Governor’s Office, and members of the California State Legislature Congress as appropriate. The ADD, LGA, works under the general direction of the DD, LGA, and is a member of DHCS Executive Staff. This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office. Demonstrated knowledge of state and federal laws, regulations, rules, and processes that govern health care programs. Demonstrated ability to collaborate effectively across high levels of government, external organizations, providers, industry associations, and members, resulting in strategic alignment and, ultimately, the achievement of desired outcomes. Demonstrated ability to collaborate with internal partners and external stakeholders on policy and budgetary legislation. Demonstrated ability to lead change and transformation efforts within and outside the organization, using excellent communication and change management strategies. Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions.
