Nature of Work

Responsible administrative work in planning, coordinating, and directing all activities of the Sanitation Inspection Section of a Department.

Responsibilities extend to supervision of residential and commercial trash and garbage sanitation inspection procedures and review of recommendations for service improvements. Assignments are received in general form and are performed within the broad policy framework of a Department. The employee implements and oversees work programs and projects with some independence and is responsible for achieving desired results. Report to the Sanitation Compliance & Policy Manager.

Essential Functions

Plans, coordinates and develops divisional work programs and projects. Supervises arrangements for prompt completion of emergency and unscheduled work requests and makes periodic progress reports.

Supervises the inspection of solid waste refuse collection and storage practices and disposal procedures.

Implements current policy and provides recommendations for departmental policy changes.

Review reports submitted by Sanitation Inspectors to determine work levels and effectiveness of training and knowledge of codes and procedures.

Uses assigned tablet to complete, document, and review daily work.

Oversees the enforcement chapters of the City Code covering solid waste collection and storage practices, and compliance with sanitary conditions for both public and commercial establishments.

Works with property owners and architects on new construction to assure that proper facilities are provided to accommodate waste disposal in accordance with sanitation ordinances.

Compiles and maintains statistical data on various types of complaints and violations. Maintains records, reports, and correspondence concerning inspections and enforcement work that reflect the effectiveness of work performed.

Evaluates and analyzes statistical data regarding violations, inspections and other related activities which indicate need for additional controls and provides recommendation for administrative action

Confers with other City departments on waste removal matters as to jurisdiction and compliance with regulatory codes and ordinances.

Supervises preparation of information for action by the City Attorney or applicable administrative hearings. Testifies in court in violation cases and confers with City legal staff to secure legal opinions on controversial matters.

Prepare written and verbal responses to unusual or difficult problems, complaints, or requests for extension of compliance time.

Supervise and review of applicable plans and applications.

Supervises the establishment and carrying out of proper and effective personnel practices within the Sanitation Code Enforcement Section.

Guides in-service training activities and promotes instruction in safety and in improved work procedures and methods.

Works closely with the Special Projects division to educate the community in issues of illegal dumping, recycling opportunities, and duties.

Prepares proposals with ways to enhance current sanitation code compliance practices and internal policy.

Assists in the preparation of divisional budget requests and recommendations.

Minimum Requirements

Performs other related work as required.

A Bachelor’s degree. Two (2) years of public contact work experience involving complaints, inspections, and/or code administration, which must have included six (6) months in sanitation code compliance. Two (2) years supervisory experience is required. A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and maintained valid throughout employment.

OR

Equivalent combination of education and experience beyond a high school diploma or its equivalent and six (6) months of the required experience.

SPECIAL REQUIREMENTS:

Must possess the following

Florida Association of Code Enforcement (F.A.C.E.) certifications

at the time of application:

Fundamentals of Code Enforcement Administrative Aspects of Code Enforcement

The following certification must be obtained before the end of the probationary period:

Legal Issues in Code Enforcement All certifications must be maintained as valid while employed in this classification.

Employees in this classification will be required to work various shifts, to include nights, holidays and weekends.

Proof of education in the form of Bachelor's degree (or transcripts). Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts. To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher. A valid Driver's License from any state (Equivalent to a State of Florida (Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment. A Florida Association of Code Enforcement F.A.C.E. certification in Fundamentals of Code Enforcement and a F.A.C.E. certification in Administrative Aspects of Code Enforcement are required at the time of application. Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:

An accredited four-year college or university in the United States, OR A current member of the National Association of Credential Evaluation Services (NACES), OR A current member of the Association of International Credential Evaluators (AICE), OR A recognized Professional Organization
