SAIC is seeking to fill an opening for a User Engagement Systems Engineering and Technical Assistance (SETA) Representative supporting USSOUTHCOM at the HQ in Doral, FL. The ideal candidate will act as the SME for new and innovative uses of overhead support and respond to NRO, USSOUTHCOM and Joint Staff tasks. The candidate will support USSOUTHCOM and advocate for development and/or integration of new capabilities and tradecraft in support of challenges for the CCMD and components. The User Engagement SETA Rep provides insight into USSOUTHCOM's most pressing needs and the application of NRO capabilities to address those needs. The candidate will work toward multi-agency, multi-int solutions to problems and provide support to the NRO, the CCMD and Components and other organizations as appropriate. Make a difference in securing our nation's security through quality outreach of NRO's capabilities, tools and tradecraft.

Responsibilities include but are not limited to:

The ideal representative will perform engagements across the Dept of Defense and Intelligence Community utilizing customer domain experience / expertise across all disciplines

Have a broad understanding of the full range of customer products and services

Act as resident outreach staff assigned to broad command responsibilities and serve as the link between the forward assigned staff and the NRO

Understand user needs and identify capability gaps

Represent the NRO and fully integrate into the host organization

Recommend courses of action to leverage current and programmed NRO capabilities and services to satisfy immediate and long-term needs

Provide situational awareness of user needs to the NRO and IC

Effectively communicate supported users' activities, interest, intelligence shortfalls and priorities to all applicable NRO directorates and offices in a timely manner

Capture user engagements in COTR-directed, Government knowledge management tools and processes to provide situational awareness, discovery of collaboration opportunities and de-conflict efforts among NRO leadership, directorates, and offices

Educate users on NRO systems, capabilities, and corporate strategies

Ensure users know of and can access NRO systems, services, and capabilities and assist the user in leveraging capabilities. With MID/WCO/ETG, actively participate in user's training program

Ensure users are aware of resource-related issues and operational status of NRO systems, capabilities, and services and the impacts these issues may have

Provide users with the opportunity to influence NRO decisions

Maintain awareness of user relevant NRO development efforts and facilitate user participation in refining requirements and capabilities of ongoing projects

Promote user participation in relevant NRO forums and conferences to ensure user needs, initiatives, and concerns are addressed

Enable rapid response with an enterprise solution

Function as an action officer for the NRO Senior Field Representative and the NRO Government Office leadership as required

Execute customer strategic messaging, user needs tracking, business intelligence and data metrics capture, and customer relationship management and monitoring

Frequent interaction with Government, SETA, FFRDC, and external stakeholders

Qualifications

Required Qualifications:

Active TS/SCI clearance with polygraph

Bachelor's degree and 9+ year's professional related experience

Must be highly self-motivated; strong technical and leadership background; professional and tactful under pressure; effective negotiation and diplomatic skills

Must have excellent communications skills, both written and oral, for coordinated communications with organization and representatives throughout the IC and DOD, including senior military and government civilian personnel and contractors

Understanding of the intelligence community and customer domain, along with strong proven experience of technical fundamentals in IC space collectors, command and control, mission control, and mission processing

Demonstrated ability to work in a fast paced, dynamic, and energetic environment

Customer focused and capable of representing the customer in community forums

Knowledge of SIGINT and GEOINT remote sensing systems, protection, and overall space and ground architecture including mission management and/or mission processing functions

Knowledge of visualization, situational awareness and collaboration tools to enhance utility of NRO capabilities to users
