Position Overview:The Senior Business Analyst conducts research, drafts products, and provides reports and recommendations on prioritized Program Executive Office (PEO)-level initiatives outlined in the current and any future Program Executive Office Land Systems (PEO LS) Strategic Plans including but not limited to streamlining PEO acquisition processes and reviewing and providing recommendations on Capability Portfolio Management (CPM) in support of PEO LS Business/Acquisition Management (BM) and PEO Strategic Support Areas.

Travel Requirement– Approximately 10%

Position Responsibilities:

Provides Subject Matter Expertise in acquisition management to support PEO program objectives

Conducts analysis for PEO programs to determine what Better Buying Initiatives and emerging acquisition policies can be applied to improve the program

Reviews the annual National Defense Authorization Act (NDAA) and updated law for implications to PEO LS programs. Develop an executive-level synopsis of related acquisition policy and law changes with impacts to program acquisition strategies

Reviews and provides recommendations to the APEO-BM on PEO acquisition program strategies, acquisition documentation, and acquisition program reviews (i.e., Gates/PMRs/Portfolio Reviews) products

Evaluates and recommends the cost/benefit of initiatives and efficient use of funds, including Program Objective Memorandum (POM) support

Conducts intensive analysis and evaluations of acquisition strategies submitted by PM Teams to ensure consistency with traditional and emerging Department of Defense (DoD), US Navy, USMC, and overall PEO policies and objectives

Develops products that convey analytical findings to high-level personnel

Schedules and coordinates all Service Requirements Review Boards (SRRB) for annual service procurement activities. Draft annual SRRB reports; collecting and reporting metrics on program service procurements across the PEO

Reviews monthly and quarterly ASN Research, Development, and Acquisition (RDA) information system (RDAIS) program submissions, quarterly program management review materials, quarterly Brain books, and annual Selected Acquisition Reports (SARs) for accuracy and identification of areas of program risk

Collects and compiles information on program office small business metrics for incorporation into the annual PEO LS Small Business addendum

Assists in the collection, compilation, and analysis of resource data required across the PMOs in support of annual workload Requests for Information (RFI)

Reviews program-specific acquisition and technical documentation, providing recommendations in support of successful milestone decisions for all PEO LS ACAT programs

Manages Program Management Review (PMR) action tracker to ensure all actions requested and documented at quarterly PMRs are tracked and adjudicated

Develops, provides input, and submits for review, documentation required to meet contract obligations

Performs other related duties as assigned

Preferred Requirements/Education:

Bachelor’s Degree.
