JOB SUMMARY

This position conducts all on-site inspections pursuant to UPCS protocol guidelines and all other inspectionsrequired by HUD program guidelines.

REPORTS TO : Property Manager

SUPERVISES:

None

ESSENTIAL FUNCTIONS:

1. Conducts all inspections pursuant to UPCS protocol guidelines and all other inspections required byprogram guidelines.

• Conducts housekeeping inspections quarterly/annually as directed.

• Conducts building, building systems, common area, site and unit inspections per UPCS protocol.

• Follows UPCS inspection protocol procedures as established by Orion.

• Records conditions on paper inspection forms approved by the agency and handhelds if they areutilized. Documents damages with digital cameras following the operating procedures established.

• Issues resident notices for initial inspections and re-inspections and notifications of damages asestablished in the annual agency operating plan.

• Files inspection notices, inspections with fail notices, resident damage letters and pictures ofdamages in the resident files.

• Conducts UPCS/Housekeeping re-inspections as required.

• Completes all reports accurately as required by Program requirements.

• Coordinates the scheduling of inspections and re-inspections with the Manager.

• Maintains summary reports and/or spreadsheets of completed and pending inspections and re-inspections.

• Compiles schedules of annual inspections for the upcoming year by December 15th of each yearwith the Manager.

EXPERIENCE OR SPECIALIZED KNOWLEDGE

• A minimum of six months of experience in residential inspection, preferably for a PHA and/or a Section 8program.

TYPICAL PHYSICAL DEMANDS

Will be exposed to constant activity that requires intermittent standing, bending, crouching, pushing/pulling,lifting/moving/carrying (light to heavy material/appliances/equipment), climbing ladders/stairs, and walking rooftops.

Requires manual dexterity sufficient to operate small, motorized equipment (i.e. repetitive hand/wrist, griping andelbow motion). Must have normal range of hearing, vision, color discrimination and depth perception for properoperation and repairs machines, wiring, and equipment.

TYPICAL MENTAL DEMANDS

Must be able to read and write in English at intermediate level to read diagrams, meters, instructions, writereports, etc. Must be able to apply common sense understanding to carry out instructions and plans. Dealswith standardized situations from standard procedures. Requires public contact and excellent interpersonalskills.

ENVIRONMENTAL/WORKING CONDITIONS

Will be exposed on a regular basis to the outdoor environment (heat, cold, damp, rain, etc.). May also havemoderate exposure to injuries (i.e. chemicals, machinery, lifting, tools, tripping, falling, etc.). Will be exposedto some level of noise when using power tools. Hazards can be avoided with proper lifting techniques,MSDS, general safety training and wearing safety equipment.

Must have the flexibility to work overtime to prepare for inspections and/or re-inspections.

Will always follow "safety first" rule and will not perform duties unless wearing appropriate safetyequipment. Must maintain a valid driver's license during employment.

Qualifications

REQUIRED EDUCATION AND TRAINING

DEGREES AND DIPLOMAS

• High School Diploma or equivalent required; vocational training in construction, inspection, property

management or related field.

TRAINING/CERTIFICATES/ASSOCIATION MEMBERSHIPS

• UPCS required (within six months of employment)

• HQS required (within six months of employment)



Inspire certification is highly desired.
