OVERVIEW
Under direction of the Executive Director, sets priorities, provides leadership, manages staff, ensures compliance, and oversees budget preparation and financial monitoring within the program. The position also involves raising community awareness of the program's work through presentations, advertising, and networking. Position may from time to time be stressful and demand a high degree of performance. May perform other duties as assigned.
ESSENTIAL FUNCTIONS
Seeks resources and programs to enhance services for homeless neighbors and shelter guests in transition to stable housing and self-sufficiency
Monitors all aspects of program to ensure effectiveness
Builds and maintains strong relationships with community organizations serving similar populations
Maintains relationships with the City of Sierra Vista, County of Cochise, and state agencies to raise awareness and further the mission the program
Develops, implements, and evaluates policies, procedures, strategies, and goals for program's outreach
Ensures procedural compliance and updates procedures as necessary
Develops strategic planning objectives in collaboration with Executive Director
Sets priorities and establishes administrative direction for program
Directs long-range planning projects and current activities
Provides strategic and daily leadership, including: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; maintaining a healthy and safe working environment; and working with Executive Director and Human Resources on hiring, terminating, and disciplinary actions of employees and consultants
Directs and participates in the preparation of budgets, financial reports, and capital improvement budgets
Monitors revenues and expenditures to ensure financial stability of program
Raises community awareness of program's work and goals through presentations, advertising, and networking
May drive agency or personal vehicle on company business
MINIMUM REQUIREMENTS
Suitable work experience may be considered as transferable skills in order to meet minimum requirements of the position and will be considered by the Executive Director of Human Resources.
Associate's Degree in Public Health, Health Policy, Health Care Administration, or health-related field, or equivalent work experience
2 years of supervisory, administrative, and/or homeless service experience
2 years of grant management experience
Proven skills utilizing Microsoft Office Suite
Proven strong communication skills - oral and written communications are clear, concise, and in an organized fashion using appropriate style, grammar, and tone
Strong knowledge of numbers, their operations, and interrelationships, including budgeting experience
Exercises administrative judgment and assumes responsibility for decisions and results having an impact on people, costs, and/or quality of service within the functional area
Ability to obtain First Aid and CPR certification
REGULATORY
Must be at least 18 years of age
Valid driver license, proof of insurance, and 39-month motor vehicle report
Ability to obtain and maintain Arizona Level One Fingerprint Clearance Card and FBI National Criminal Records History Report (employer paid)
Pass pre-employment drug screen (incudes marijuana, regardless of recreational use laws) (employer paid)
TB screening
DESIRED QUALIFICATIONS
Bachelor's Degree in Public Health, Health Policy, Health Care Administration, or health related field
Additional years of directly-related experience
Bilingual in English and Spanish, verbal and written
Background in community health and working with homeless population
PHYSICAL AND MENTAL REQUIREMENTS
Position requires extended periods of sitting and standing
Position requires regular bending and reaching, including transfer of guests
Must be able to lift, carry, and push 20 pounds on a regular basis
Must be able to lift and carry up to 50 pounds on an occasional basis
Comfortable in handling competing priorities in an occasionally high-stress environment
