Systems Test Engineer

supporting US Strategic Command (USSTRATCOM) NC3 Enterprise Center (NEC) Systems Engineering and Integration (SE&I). Program:

The SE&I Division serves as the principal enterprise systems engineering, enterprise architecture, and technical authority for the NC3 Enterprise within the Department of Defense. As the lead NC3 Systems Engineering and Integration (SE&I) arm of the NC3 Enterprise Center, the division applies and remains up to date on systems engineering best practices and translates mission and operational requirements into appropriate technical specifications and solutions. SE&I also has the responsibility to apply established standards and, when necessary, develop new standards to ensure seamless interoperability across the NC3 enterprise. The SE&I is comprised of 3 branches: Enterprise Sustainment & Evolution Enterprise Performance & Capabilities Enterprise Mission Management This is a full-time, on-site opportunity at Fort Meade. Responsibilities

Perform vulnerability, analytical, and technical assessments on NC3/National Leadership Command Capability (NLCC) systems by developing or leveraging, testing, and configuring network analysis, voice, video quality, and modeling tool suites in unclassified and classified environments up to TS/SCI

Provide subject matter expertise support for NC3 Enterprise Root Cause Analysis (RCA) efforts Ensure the Information Technology (IT) assets in the laboratory spaces assigned to NEC SE&I operate in accordance with DoD policy (i.e., IA 8500 series) and legislation (i.e., FISMA) Conduct end-to-end technical assessments of NC3/NLCC communication systems, including secure and non-secure voice, data, and video communications services for classified and unclassified environments Provide specialized engineering, test, and evaluation assistance, and develop and/or leverage, integrate, and modify existing (i.e., GOTS or COTS) tools Develop automated capabilities for testing methodologies, analysis processes, and databases, analytic tools, and associated documentation Provide video performance testing, expanded data testing, and analysis in support of Senior Leader C3 System (SLC3S).

Test unclassified and classified video/audio broadcast and reception via Satellite, Radio Frequency, and Terrestrial circuits (i.e., Crisis Management System (CMS), GOLD, MLSV2).

Assist in initial research of video testing solution, test case development, test procedures development, training, test plan development, data analysis, report preparation, and execution of tests for both video and expanded network performance testing.

Must possess an active Top Secret clearance with willingness to be nominated for SCI at the time of application. Education:

Master's degree in one of the following fields: Engineering, Computer Science, or an educational equivalent. Years of Experience:

10 years of relevant experience Network engineering with a focus on

network setup, troubleshooting, and performance testing Knowledge of network

data analysis, packet analysis, and Quality of Service (QoS) testing Supporting

test and evaluation (T&E)

efforts for hardware/software systems Developing and documenting

test plans and procedures , conducting testing activities, and evaluating/reporting results Preparing technical

studies, plans, and analytical documentation

in support of operational or developmental programs Preferred Experience: Certification:

Security + Additional Experience: Test and Evaluation experience

is strongly preferred, particularly in a DoD or telecommunications environment Experience working with

network testing tools , performance monitors, or custom testbeds Experience with

video streaming environments , test harnesses, or IP video quality evaluation Familiarity with DoD or IC test environments and documentation practices Familiarity with

Cisco equipment -able to interpret and work with configurations during testing (not required to build from scratch) Experience with or exposure to

data analysis tools , such as: Wireshark Splunk Ability to contribute to test execution and data validation in

video quality analysis

environments (e.g., experience with or willingness to learn tools such as

Video Clarity , even if they use proprietary systems)

Pay Range

USD $130,000.00 - USD $135,000.00 /Yr.
