What will you do?

Works within the Division of Medicaid Development & Administration to plan, evaluate, research, analyze & direct the Medicaid long-term services & supports administered by the Ohio Department of Developmental Disabilities (DODD) for intermediate care facilities (ICF) for individuals with intellectual disabilities (e.g., program access, program analysis & application, surveillance or policy analysis & development) Coordinates development of policies, procedures &/or rules Coordinates program planning Assists higher-level administrators in development &/or coordination of programs related to Medicaid long-term services & supports Conducts needs assessment Directs data analysis related to access, rates, & service utilization of Medicaid programs administered by DODD; directs, prepares & reviews reports Reviews grant requests &/or budget proposals Responds to sensitive inquiries & contacts from public, providers, & government officials Advises management regarding data trends in access, costs &/or utilization of ICFs Originates correspondence Reviews cost report edits annually & clears cost reports for rate setting Oversees the bed hold approval & audit process Tracks & updates franchise permit fee invoices Monitors ICF licensure & development in relation to franchise permit fees & ICF system access Leads new program & information technology initiatives as assigned Represents department &/or the Division of Medicaid Development & Administration at various meetings, training conferences & seminars, & stakeholder committees for issues related to Medicaid-funded long-term services & supports Acts as a liaison with community, stakeholder & other state agencies Testifies at legislative or public hearings Develops & delivers presentations for county boards of developmental disabilities, providers, &/or advocates Attends staff meetings & trainings Works collaboratively with relevant state & local agencies & other department staff in all aspects of job duties Performs other duties as assigned

Qualifications

Completion of graduate core program in business, management or public administration, public health, health administration, social or behavioral science or public finance

AND

12 months' experience in the delivery of a health services program or health services project management (e.g., health care data analysis, health services contract management, health care market & financial expertise; health services program communication; health services budget development, HMO & hospital rate development, health services eligibility, health services data base analysis).

OR

12 months experience has Medicaid Health Systems Specialist, 65293, may be substituted for the experience required, but not for the mandated licensure, if required.

Note: education & experience is to be commensurate with approved position description on file. -If position oversees assessment or reassessment of clinical appropriateness of services &/or payment policies &/or related issues in regards to Medicaid health services delivery, incumbent must also have current & valid license as registered nurse as issued by Ohio Board of Nursing, pursuant to Sections 4723.03-4723.09 of Ohio Revised Code.
