Metro Transit is one of the country's largest transit systems, employs more than 3,000 people, and provides ridership through an integrated network of buses, light rail and commuter trains, as well as resources for those who carpool, vanpool, walk or bike in the Twin Cities. This position resides in the Asset Management department within Metro Transit. Asset management focuses on the strategic planning for the care of physical assets throughout their lifecycle. The department collaborates across the organization to support technologies, processes and culture that contribute to a strong asset management program. The
Business Analyst (BA) 2 or 3
role in Metro Transit Asset Management ensures that technical and business solutions being developed satisfy the needs of Asset Management functions within Metro Transit and across the Council. The position supports business operations and processes, analyzes business needs and requirements, creates and develops documentation, and participates in future technology innovation pilots.
The position works with managers, supervisors, and other team members to maintain and improve business practices, gathering and analyzing data to effectively identify and resolve issues that directly impact Metro Transit. This position will be filled either as a BA 2 or 3 upon review of relevant education and experience. The job posting will remain active until filled. Applications will be reviewed every two weeks. (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin. Responsibilities
Meet regularly with Metro Transit business units to analyze, map, and document current and future state of technology systems and business processes. Identify and develop asset performance measures, key performance indicators, quality assurance metrics, and improvement measures across multi-functional teams. Assist in developing and providing operational and regulatory report capabilities (flow charts, statistical trend analysis, dashboard) relating to asset management. Perform functional requirement gathering activities for projects and initiatives, developing standardized use cases that can be utilized by implementation teams ensuring regulatory compliance. Consult and coordinate with managers, supervisors, and other departments on business requirements and opportunities to improve asset management business practices. Assist with technology strategic roadmap planning ensuring alignment with business capabilities and technology needs. Minimum Requirements
BA 3 Education and Experience:
High school diploma/GED with eight (8) years of progressive experience. Associate degree with six (6) years of progressive experience. Bachelor's degree or higher with four (4) years of progressive experience. BA 2 Education and Experience:
High school diploma/GED with seven (7) years of progressive experience. Associate degree with five (5) years of progressive experience. Bachelor's degree or higher with three (3) years of progressive experience. Desired Qualifications
Experience with asset management principles, best practices, concepts, methodologies. Experience working at a public agency (preferably with public transit operations and maintenance and/or public works). Experience with data analysis processes and mainstream tools. Ability to compose and prepare business process documentation. Knowledge and skill in data analysis to identify and prepare reports regarding anomalies, trends, benchmarks utilizing mainstream tools such as Python and Power BI. Working knowledge of project management principles. Knowledge of and experience working with Geographic Information Systems (GIS). What you can expect from us:
