Keeps the mission, vision, and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.Monitors and interacts with subcontractors and integrators in all Supervisory Control and Data Acquisition (SCADA) related issues.Maintains SCADA fiber optics networks including fusion and cam splicing as needed.Maintains SCADA switches, hubs, and appurtenances related to the SCADA network.Regular and punctual attendance.Troubleshoots, repairs, and maintains PLC, HMI and RF hardware/systems.Reviews Specifications, maintains files, schematics, and O&M manuals.Completes corrective and preventative maintenance work orders.Troubleshoots Window Software, Microsoft Office, XL Reporter, WIN911, Proficy iFIX and iHistorian software on a regular basis.Troubleshoots and repairs process and control equipment on a rotating on-call basis.Recommends, Implements, and maintains security measures to protect SCADA systems from security threats and unauthorized access.Leads or assists in SCADA system upgrades, expansions, or migrations to new platforms.Tests and deploys new versions of SCADA software, ensuring compatibility and stability.Other duties as may be assigned. MINIMUM QUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION AND/OR EXPERIENCEGraduation from an accredited college or university with a minimum of an Associate Degree in Computer Science, Electronics Technologies, or related field is required. Industrial Automation courses or degree are preferred. Two (2) years' experience as an Instrumentation & Controls or SCADA Technician and prior utility experience is preferred. Possession of a valid Florida Driver's License and maintenance of clean driving record required. KNOWLEDGE, SKILLS & ABILITIESNetworking skills using software and routers and switches. Skilled in radio technologies and telemetry involving SCADA system. Basic knowledge of fiber optic systems and how they interface with electrical equipment, including troubleshooting and repair. Experience in setting up control loops and analog signals for chemical feed systems to optimize usage efficiency of operation. Knowledge in motor controls including VFD operation and soft start technology and how these are integrated into control strategies.Thorough knowledge of various RF modem configuration software, computers in general, PLC ladder logic programming, configuration and troubleshootingConsiderable knowledge and understanding of electronic controls and circuits.Considerable knowledge of the methods, practices and testing equipment used in instrumentation repair and maintenance work.Ability to author and maintain detailed documentation relating to system design, configurations, and processes.Ability to provide support and training to end users relating to the proper and effective use of SCADA systems and equipment.Ability to establish and maintain effective working relationships with employees and the public.Ability to focus on the positive in every situation.
