Under general supervision, provides technical support and training on the use of personal computers, printers, peripheral equipment, and network systems hardware and software; resolves computer application problems and troubleshoots hardware malfunctions; assists in maintaining and administering voice and data network systems; provides technical support, installation, and maintenance for software, desktop computer applications, Internet/Intranet, web based applications, and email systems; installs, configures, and repairs personal computer hardware and software systems and data communication facilities; and performs related work as required. THE IDEAL CANDIDATE

The District is seeking an Information Technology Technician who is a motivated, service-focused professional with strong technical skills and a commitment to reliable, secure, and efficient technology services. They should have a solid understanding of network infrastructure, system administration, and end-user support, preferably within a utility environment. This individual will proactively identify and resolve technical issues to minimize downtime and ensure continuous support for District operations and the community we serve.

THE DISTRICT

East Valley Water District was incorporated in 1954 under County Water District Laws. We provide water and sanitary sewer services to the City of Highland and the eastern portions of the City of San Bernardino, with a service population of approximately 108,000.

Recently online, the Sterling Natural Resource Center (SNRC) is a state-of-the-art facility in San Bernardino that provides a sustainable new water supply to the region. Capable of recycling up to 8 million gallons a day, the SNRC recharges the local Bunker Hill Groundwater Basin, produces renewable electricity, and creates new opportunities for the surrounding community.

Under general supervision, provides technical support and training on the use of personal computers, printers, peripheral equipment, and network systems hardware and software; resolves computer application problems and troubleshoots hardware malfunctions; assists in maintaining and administering voice and data network systems; provides technical support, installation, and maintenance for software, desktop computer applications, Internet/Intranet, web based applications, and email systems; installs, configures, and repairs personal computer hardware and software systems and data communication facilities; and performs related work as required. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Information Technology Manager. Exercises no supervision of staff. CLASS CHARACTERISTICS This is the entry-level class in the technical support series and must possess basic knowledge of and skills in server, PC and voice systems or data systems installation, trouble shooting and basic office productivity applications. Initially under close supervision, and in a training mode, incumbents learn current and new hardware and software for voice or data network applications. This classification is distinguished from the Network Administrator in that the latter is responsible for technical and functional supervision of assigned IT support staff, and performs the most complex duties assigned to the function, including analytical work.

Evaluates, responds to, and resolves requests for computer assistance from users experiencing problems with hardware, software, networking, and other computer related technologies; refers more complex problems to higher-level personnel. Installs, or assists personnel in the installation and maintenance of personal computers, software, and peripheral components such as monitors, keyboards, printers, disk drivers, switches, hubs, and cabling. Instructs users in software applications usage and basic computer navigation; advises users on best security practices. Performs user data migration and recovery due to hardware/software upgrade or disaster. Creates email boxes for users; troubleshoots email connection, access, security, firewall, and storage issues. Maintains and documents hardware and software inventory, equipment passwords, software installation settings, and maintains the back-up systems. Maintains the active directory of users by adding, removing, and/or editing users; creates access rights to users and user groups; creates groups and mailing lists. Assists in special project and coordinating activities with other information technology and District staff. Recovers computer assets and evaluates/repurposes viable hardware; decommissions obsolete hardware; collects, strips, and prepares used equipment for salvage, including delivery to warehouse. Creates on-demand wired and wireless network access for various entities. Participates in group problem resolution to promote continual business process improvements and initiatives. Learns and applies emerging technologies and, as necessary, to perform duties in an efficient, organized, and timely manner. Performs other duties as assigned. Minimum qualifications & Requirements

QUALIFICATIONS Knowledge of:

Applicable federal, state, and local laws, rules, and regulations, District and departmental codes, policies, and procedures. Principles and practices used in the operations, maintenance, and administration of network operating systems, personal computer system hardware, and related software systems. Techniques and methods of computer hardware and software evaluation, implementation, and documentation. Personal computer and network system application software packages. Personal computers and peripherals, as well as, network hardware, including hubs, switches, and cabling. Troubleshooting, configuration, and installation techniques. Occupational hazards and standard safety procedures. Methods, techniques, and practices of data collection and report writing. Modern office practices, methods, and computer equipment and applications related to the work. English usage, spelling, vocabulary, grammar, and punctuation. Ability to:

Perform a variety of functions in the operation of a variety of computer equipment and peripheral components; troubleshoot related problems and take appropriate action. Identify and resolve hardware and software problems and perform minor repairs. Set up PC and network hardware and install and configure software. Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to an Associate's degree or technical school training. Technical experience in hardware, software and network installation and maintenance may be substituted for the education on a year for year basis.

Licenses and Certifications:

Possession of a valid California class C driver's license and satisfactory driving record. Supplemental information Physical Demands

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various District and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.

Environmental Elements

Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Represented/Hourly Employee Benefits Overview

CalPERS Retirement: The District contracts with CalPERS to provide the 2.7% @ 55 retirement formula with an employee contribution of 8% of annual salary for current members. Under the Public Employees' Pension Reform Act (PEPRA), new members will be provided the 2% @ 62 retirement formula with an employee contribution of 8% of annual salary. The District does not participate in the Social Security program. Health Benefits: The District provides a Percentage Based Employer Contribution Plan (PBECP) which includes the following:

90% of health benefit premiums for employees and their qualified dependents up to the cost of the benchmark plan (Blue Shield for 2024) for the benefit year. The employee is responsible for covering the remaining 10% of the health benefit premium costs, and any additional costs incurred by selecting a health plan above the benchmark plan. The District will cover 100% of the employee's selected dental and vision plan premium for employees and their qualified dependents. Life Insurance: A term life insurance policy in the amount of $100,000 is provided.

Vacation Leave: Annual vacation leave will be earned at 104 hours per year and will increase after 3 years.

Sick Leave: 117 hours per year.

Deferred Compensation Plan- 457(b): A 457(b) plan administered by CalPERS is available with a District match of $125/month.

Education Assistance Program:

Continued education is encouraged and reimbursed up to $5,000 per Fiscal Year.
