Essential Job Functions The Senior Capture Manager will support the identification, qualification, and bid of new contracts in alignment with IFAS’ strategic growth plan. The successful candidate will lead and develop teams to capture new business opportunities by formulating solutions responsive to customer needs, leveraging existing intelligence, forming the right team of partners, and proposing innovative solutions. They will utilize the company’s service offerings for Federal clients, following industry best practices. Responsibilities include developing strategies (win themes, management and technical solutions, teaming, pricing), coordinating resources, building subcontractor teams, assessing competition, identifying risks, presenting to executive management, managing bid funding, and overseeing the entire opportunity lifecycle from qualification to lessons learned. The role requires collaboration with stakeholders across IFAS and partners, including senior leadership, account managers, program managers, contracts, and proposal teams. Participation in special projects and initiatives is also expected.
Responsibilities
Identify new business opportunities and build a qualified pipeline to enhance IFAS’s positioning and win probability.
Lead capture efforts for large and strategic opportunities, including in small business, full & open markets, and IDVs like GWACs and IDIQs.
Utilize federal agency networks to meet with potential clients, identify opportunities, and serve as Capture Manager.
Collaborate with leadership, practice leads, SMEs, solutions architects, and partners to coordinate business development activities.
Engage with customers and partners through meetings to influence requirements and acquisition strategies.
Contribute to proposal processes, working with operational teams, proposal operations, pricing, and partners.
Coordinate with Proposal Managers on response scheduling and management.
Participate in qualification activities like gate reviews and solutioning sessions.
Support proposal reviews and opportunity tracking within CRM systems.
Represent IFAS at industry events and maintain relationships with industry partners.
Skills
Strong organizational, research, and tracking skills for uncovering opportunities.
Excellent communication and interpersonal skills.
Proven capture skills including strategy, team building, pricing, and schedule adherence.
Ability to work effectively with senior leadership and cross-functional teams.
Business acumen within federal contracting and strategic planning.
Proficiency with industry and government systems like GovWin, FPDS.gov, USAspending.gov, etc.
Knowledge of federal IDV contracts like GWACs and MACs.
Exceptional time management and multi-project prioritization skills.
Understanding of project management, federal contracts, and proposal development.
Qualifications
Bachelor’s degree required; Master’s preferred (MBA or similar).
10+ years of federal contracting experience, especially in defense or civilian agencies.
Proven track record with opportunities over $25m, ideally over $50m.
Experience with services like financial management, consulting, and data/IT support.
At least 4 years in a federal business development or capture role in a large federal contracting firm.
Preferred Qualifications
Secret clearance (desired, not required).
Established network within defense or DHS agencies.
