Position Title: Purchasing Specialist

Reports To: Director of Operations Support Position Summary PSI is the largest privately owned shipyard in Hawaii, with two of the largest dry docks in the state. We have been in business since 1944 and have a large labor force of skilled craftsmen supported by professionals in engineering, project management, QA, EHS, accounting, contracts, and human resources. We are seeking a Purchasing Specialist to support our procurement efforts. The successful candidate will report to the Director of Operations Support and will lead our advanced planning procurement activities, supporting proposals and transition to production. Responsibilities include assembling comprehensive Material Status Reports (MSR) for both government and commercial proposals, interfacing with Estimating and Purchasing Departments, and overseeing tactical procurement activities, including sourcing strategy, quality, delivery, and cost performance. The role requires interpreting RFP provisions, technical drawings, and maintaining relationships with stakeholders such as customers, vendors, subcontractors, and internal teams. Knowledge of government contracts, FAR, and DFARS is essential. Expectations of Employee Adhere to company values, policies, and procedures Perform duties as assigned by management Maintain professionalism, integrity, and respectfulness in conduct Communicate regularly with management and team members Be punctual and meet project deadlines Keep work areas clean and safe Ensure safety of equipment and compliance with safety standards Meet productivity and quality targets Read and understand technical drawings and specifications Handle multiple tasks and prioritize effectively Proficiency in Microsoft Office Essential Duties & Responsibilities Minimum 1 year experience in U.S. Navy ship maintenance planning and execution Knowledge of material ordering, scheduling, quality assurance, and cost estimating Ability to develop procurement strategies and negotiate effectively Self-motivated team player Ensure compliance with FAR, DFAR, ITAR, and import/export regulations Education/Training High School diploma or equivalent At least 1 year of purchasing-related experience or equivalent skills Data entry proficiency Organized, detail-oriented, self-starter Good attitude and team spirit Experience with MS Project and familiarity with RFI, change orders, and material status Knowledge of NAVSEA, ABS, CG standards, and federal/state regulations Proficiency in MS Office and office equipment operation Qualifications/Requirements Proof of legal right to work in the U.S. U.S. Citizenship required for security clearance Ability to obtain TWIC and DBIDS credentials Successful completion of drug screening and background check Valid Hawaii REAL ID or U.S. Passport and driver's license Reliable transportation and availability for overtime, weekends, and shifts Additional Information This job description is not exhaustive and may be amended.
