Summary
The Director of Pharmacy Administration provides leadership for all clinical, operational, and financial affairs of the Pharmacy Department intended to provide for exceptional quality of care and the fulfillment of the organizational mission. The incumbent develops and executes strategic initiatives to achieve goals related to the successful operation of Pharmacy, which are in support of the overall strategic plan of the Jackson Health System (JHS). The Director provides communication and interface throughout the JHS to ensure integration and compliance with all relevant federal, state and local standards, guidelines and regulations.
Responsibilities
In conjunction with the Associate Director, Managers, and Clinical Coordinators, sets defined goals / objectives and timetables for implementation of pharmaceutical care specific to the particular needs of each Service Center and the patients they serve. Monitors the progress of pharmacy leadership in achieving the stated goals/objectives and assists them in resolving concerns to ensure timeliness of results. Assures that the Service Center develops and maintains patient population specific clinical competency by guiding Clinical Coordinators in designing practical staff development programs, conducting competency assessment, and (if necessary) opportunities for remedial training (including reassignment of personnel). Manages pharmacy leadership personnel in establishing project priorities, evaluating existing pharmaceutical services for effectiveness and productivity, and justifying/planning for expansion of services. Establishes and measures standards of performance and quality assurance monitors for the delivery and use of medications on hospital service centers. Develops or assures development of hospital-wide policies and maintains necessary records and controls consistent with local, state, and national guidelines for pharmaceutical services such as those defined by: the Joint Commission on Accreditation of Healthcare Organizations (JCAHO): United States Food and Drug Administration; (FDA): United States Drug Enforcement Administration (DEA): United States Bureau of Alcohol, Tobacco, and Firearms (ATF); State of Florida Board of Pharmacy and other regulatory agencies. Maintains continuous communications with patient care centers and other ancillary departments, developing and maintaining an effective working relationship with the administrative staff, medical staff, nursing staff, and others. Makes regular rounds in all areas served by Pharmacy Services to inspect and evaluate the work of departmental personnel. Responds promptly to suggestions, complaints, and compliments from customers and insures that all Pharmacy Services staff members do the same. Establishes and maintains prudent fiscal control of the Department of Pharmacy Services. Develops, prepares, and presents Departmental revenue, expense, and statistical budgets. Allocates adequate resources commensurate with authority for assessing and improving services provided. Assures the preparation of statistical, performance, and analytical reports as required. Recruits, orients, motivates, and maintains an effective staff to carry out assigned responsibilities. Provides leadership support in the communication and integration of the Jackson Health System (JHS) Mission Statement. Promotes staff presentation of programs and contributions to the literature; encourages attendance at state and national organizations' meetings. Develops and/or supervises the development of policies and procedures governing the operation of Pharmacy Services. Insures that policies and procedures are reviewed on a regular basis and revised as necessary. Develops and directs drug use evaluation programs to assure that prescribing concerns are addressed and result in, at a minimum, educational programs and services designed to improve prescribing practices. Establishes specifications for drugs and supply items and insures that they are adhered to in every bid for such items. Develops, recommends, and implements security and inventory control procedures to protect the hospital's investment in drugs, supplies, and equipment. Serves as a liaison to affiliated Colleges of Pharmacy and provides operational and administrative supervision of the Department's clinical education programs. Serves as the Secretary of the Pharmacy and Therapeutics Committee and assures pharmacy administrative support to each Subcommittee. Serves or appoints subordinates to serve on additional hospital-wide medical staff or administrative committees as required. Evaluates and oversees materials presented by subordinates at (and pharmacy personnel participation on) medical staff and multi-disciplinary committees to assure quality and competency of pharmacy services input. Evaluates all materials emanating from the Department of Pharmacy Services to the medical and pharmaceutical community to assure quality and consistency. Maintains up-to-date knowledge of pharmacy equipment, technology, and service philosophies and recommends appropriate changes when more efficient methods are identified. Establishes and maintains a strong network of personal contacts at the local, State, and national levels. Enhances personal reputation and that of the JHS by contributing to the collective pharmaceutical knowledge through publications and presentations. Role models behaviors of service excellence and CARE values (Compassion, Accountability, Respect and Expertise). The leader understands and adheres to JHS compliance standards as they appear in the Code of Conduct, Compliance Policies, and all other JHS Policies and Procedures and supports the commitment of JHS in adhering to federal, state and local laws, rules and regulations governing ethical business practices for health care providers by demonstrating knowledge of procedures for protecting and maintaining security, confidentiality and integrity of employee, patient, family and organization information. The leader further understands that JHS is committed to its role in preventing health care fraud and abuse and complying with applicable state and federal laws related to health care fraud and abuse. This commitment is supported and enabled through an anonymous hotline which serves as one of several mechanisms for reporting suspected fraud, waste and/or abuse, as well as other compliance related issues. The leader to report through any of the reporting mechanisms (e.g., anonymous hotline, supervisor, Compliance Officer) any suspected health care fraud, waste and/or abuse as well as other compliance-related issues. Performs all other related job duties as assigned.
Experience
Generally requires 7 to 10 years of related experience. Management experience is required.
Education
Advanced degree (M.S. in Pharmacy Practice, Pharm. D, or MBA) is required.
Credentials
Valid Florida Pharmacist license (or eligibility) is required.
