Hours/Location:

Monday-Friday 8:00am to 5:00pm, Redding

Position Summary

The On Site Compliance Manager is responsible for developing, implementing, and overseeing Hill Country Community Clinic’s compliance program to ensure adherence to federal, state, and local regulatory and contractual requirements. This includes monitoring risk, supporting audits, managing policy development, and educating staff to maintain the highest standards of ethical and legal conduct.

Key Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned which may become essential to the position.

Develop implement and maintain the organization’s Compliance Program in accordance with HRSA, CMS, HIPAA, OSHA, Medi-Cal, and other regulatory guidelines. Maintains up to date knowledge of corporate compliance requirements, related laws and regulations as mandated or recommended by federal and state agencies. Attends external corporate compliance training courses provided by the CA Primary Care Association; NACHC; and others as directed by the CEO. Lead the development and maintenance of organizational policies and procedures (P&P) to ensure regulatory compliance.

Maintain a calendar of P&P review dates Facilitate internal review of the policies and procedures, including assigning due dates, appropriately assertive reminders and assist when needed Prepare/revise policies for board approval Facilitate the final publication of approved P&P's including assigning to staff for review and acknowledgement

Track and coordinate clinic license renewal and change forms (CDPH) including but not limited to:

Facility Lab Pharmacy And other related licenses

Provides oversight and management of the Health Resources and Services Administration (HRSA) Electronic Handbook (EHB) through which federal compliance is maintained. Oversees development and maintenance of policies and procedures for compliance, risk management, and other required policies and procedures. Supports policy management system management. Serves as a resource for the Director of Operations for all external and internal compliance audits; ensures that corrective action plans are documented in a timely manner and effectively implemented. Recommend updating/improving procedures to maximize efficiency and effectiveness Coordinate and document site visits (PHC, VFC, CHDP, etc.) with site visit teams. Maintain a central library (electronic and paper) of policies and procedures, site visits and other necessary information for compliance function. Act as recording secretary for meetings as requested (eg Board of Directors, QI Leadership, Safety Committee) Support the Chief Executive Officer and other Executive Leadership with administrative tasks as requested. Other duties as assigned.

Education/Experience

Must have a high school diploma or equivalent and one year of related work experience and/or training; or equivalent combination of education and experience.

Must have a valid driver's license and insurance.

Language Ability

Must have intermediate level language skills. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before individuals, groups or employees of organization.

Math Ability

Must have basic to intermediate math skills. Ability to add, subtract, multiply, and divide in all units of measure, using whole number, common fractions, and decimals. Ability to compare rate, ratio, and percent and to draw and interpret bar graphs. Ability to calculate figures and amounts such as discounts, interest, commissions, and percentages.

Reasoning Ability

Must have intermediate reasoning skills. Must have the ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram from. Ability to deal with problems involving several concrete variables in standardized situations.

Computer Skills

Must have intermediate ability to learn industry specific technology or software systems. Must be knowledgeable of Windows operating systems, Microsoft Office Suite -Word, Excel, Outlook, and common internet browsers and related software.

Equipment Skills

Must be proficient with computers, copiers, fax machines, printers,1O key, multi-line telephone systems.

Work Environment

The work environment is an indoor business office environment. The noise level in the work environment is usually moderate with normal business office, computer and printer noise.

Physical Demands

While performing the duties of this job, the employee is regularly required to sit, use hands to finger, handle, or feel; reach with hands and arms and talk or hear. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 10 pounds and occasionally life and/or move up to 25 pounds with assistance.
