Major Duties (Job Description)
You will provide support to the operating program of the Command.
You will prepare initial work plans and draft reports based on existing procedures or observation of the activity studied.
You will review both operational plans and current incoming work projects.
You will make recommendations for improving methods.
You will advise on the adequacy of the budgeting.
You will determine the need for work standards and control systems.
Qualification Summary
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
planning, coordinating and managing the Government Purchase Card Program (GCPC); ensuring regulatory compliance with federal laws and regulations; providing technical guidance regarding contracting procedures; AND analyzing policy and procedural problems.
GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
assisting with planning, coordinating and managing the Government Purchase Card Program (GCPC); ensuring regulatory compliance with federal laws and regulations; providing technical guidance regarding contracting procedures; AND analyzing policy and procedural problems.
Education
Applicants may substitute education for experience in the following situations:
FOR THE GS-07: One full academic year of graduate education, law school OR Superior Academic Achievement (SAA) through the following method (only one). No more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems. 2.95 GPA overall or higher or in last 2 years (= or less than 10% Pass/Fail) 3.45 GPA or higher in major or in last 2 years in major (= or less than 10% Pass/Fail) Upper 1/3 ranking in graduating class (You must submit proof with your application)
FOR THE GS-09: Successful completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree OR Possession of an LL.B. or J.D. that is related to this position being filled. OR A combination of specialized experience at the GS-07 level and graduate education as described above that equates to one year of experience.
Conditions of Employment
Must be a US Citizen.
Must be determined suitable for federal employment.
Must participate in the direct deposit pay program.
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Males born after 12-31-59 must be registered for Selective Service.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
You will be required to obtain and maintain a current valid United States driver’s license.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
