Summary You will serve as a MANAGEMENT & PROGRAM ANALYST in the BUSINESS DEPARTMENT, RESOURCE MANAGEMENT DIVISION of NAVSUP FLT LOGISTICS CNTR SAN DIEGO. Duties [Details about duties should be added here for clarity] Requirements Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-09: At least one year of specialized Management & Program Analyst experience at or equivalent to the GS-07 level or pay band in the Federal service or equivalent experience in a private or public sector utilizing knowledge of management principles, techniques of analysis and evaluation, along with knowledge of government procurement methods and processes. Must demonstrate a majority of the following: 1) Preparing purchase requests utilizing the appropriate procurement method; 2) Utilizing knowledge of the government purchase card program, government contracts, project orders, work orders, and standard stock system; 3) Researching open obligations and securing goods receipts and invoices; 4) Preparing and delivering briefings to managers on program status and providing recommendations for process improvement. GS-11: At least one year of specialized Management & Program Analyst experience at or equivalent to the GS-09 level or pay band in the Federal service or equivalent experience in a private or public sector utilizing comprehensive knowledge of current financial regulations as well as the ability to navigate ERP and WAWF financial systems to determine cause for open obligations. Must demonstrate a majority of the following: 1) Tracking expenditures across programs to determine funding excesses/shortfalls in outstanding obligations and providing financial guidance and assistance to command personnel; 2) Determining discrepancies between initial commitment, purchase order, or contract as well as vendor invoice discrepancies and determining necessary steps to resolve discrepancies; 3) Reviewing, interpreting and applying changing financial policies, study procedures, policies, documentation, reports, tables, charts, graphs and automated systems to understand their relation to financial systems and procedures; 4) Conducting research and interpreting data for a variety of government procurement documents including purchase card requisitions, large and small contracts, MILSTRIP documents and reimbursable work orders.
