Overview: E-Logic is seeking a highly qualified ILO DPAS Manager
to serve as Key Personnel I in support of the Integrated Logistics Overhaul (ILO) Program at EODESU ONE. The selected candidate will manage all aspects of EOD-specific Table of Allowance (TOA) accountability and sustainment, ensuring audit-readiness and operational readiness across seven commands within EODGRU ONE. Scope of Responsibilities:
The ILO DPAS Manager will: Serve as the technical lead for the
Defense Property Accountability System (DPAS) , ensuring audit-ready accountability for all EOD-specific TOA equipment. Oversee
virtual warehouse operations
including the issue, receipt, transfer, and disposal of equipment, aligning with Navy logistics policies. Provide direct coordination and support to Echelon IVVI commands, including platoon commanders and shore-based OICs. Manage TOA lifecycle logistics and readiness across the EOD enterprise, supporting dynamic operational requirements. Submit recurring inventory and readiness reports to EODESU ONE and higher headquarters. Track and process DD1149s, DD200s, MLSRs, and depot-level repairs in DPAS and associated systems. Contribute technical input to Equipment Review Boards (ERB) for proposed changes, sustainment strategies, and lifecycle replacement. Maintain logistics performance metrics and recommend improvements. Knowledge & Expertise Required:
Expert-level knowledge in
logistics management , warehouse systems, mission sustainment, and materiel readiness. Demonstrated experience with
DPAS ,
OMMS-NG ,
DRRS-S , and other DoD logistics systems. Strong understanding of
NECC TOA structure , Navy EOD missions, lifecycle sustainment, and audit readiness. Proficient in
inventory and supply chain processes , warehouse accountability, and government property management. Familiar with Navy Expeditionary Combat Command operations and EOD-specific equipment. Skilled in
data analysis, visualization , and generating detailed reports for decision-making. Proficient in
Microsoft Office Suite
(Excel, Word, PowerPoint, Outlook, Access, SharePoint). Exceptional verbal and written communication skills, especially in briefing senior leadership. Demonstrated capability to work independently and within high-functioning teams under pressure. Minimum Qualifications:
Five (5) years of DoD logistics experience
supporting Navy EOD forces. Proven expertise in using
DPAS, OMMS-NG , and virtual inventory systems. Knowledge of
MLSR and FLIPL procedures , including the ability to manage
DD1149s and DD200s . Experience in preparing audit-ready documentation and sustaining property book accuracy. Must be U.S. citizen or authorized to work on a U.S. Navy installation. Ability to obtain and maintain access to government systems and sensitive information. This role is part of a proposal for the Explosive Ordance Disposal Expeditionary Support Unit One from U.S. Navy (EODESU ONE). Hiring is contingent upon the selection of the consultant .
