Compliance Assessment Program is the mechanism by which Naval Treaty Implementation Program (NTIP) collects, reviews, processes, and analyzes Department of the Navy activities (including but not limited to research, development, test and evaluation, acquisition, operational activities/programs, doctrine, etc.) for compliance with arms control treaties and agreements. This position is intended to provide support in those activities and facilitate the functions thereof with in the (NTIP). The work for this position will be located at the Washington Naval Yard, Washington District of Columbia (D.C.)
Job Description
Conduct comprehensive Arms Control Compliance Assessments (ACCAs) of Navy and Marine Corps programs and activities
Provide expertise in weapons systems, the acquisition life cycle process, and arms control treaties and agreements
Support the collection, review, processing, and analysis of Navy and Marine Corps programs and activities for compliance with arms control treaties and agreements
conduct comprehensive ACCAs and prepare and deliver the assessment results of provided activity documentation
Analyze arms control treaties, agreements, U.S. policies, nonproliferation agreements, CAP implementation and compliance documentation
Analyze any relevant data as necessary and deliver to the government in the existing Navy Compliance Assessment Program (NCAP) database on Non-classified Internet Protocol Router Network (NIPR) and Secret Internet Protocol Router Network (SIPR)
Present an accurate summary of the technical information provided in the program documentation
Provided recommendations based on the evidence discussed in the document
Conduct 300 ACCAs per year, (approximately 100 of which will be classified) based on historical data
Prepare and deliver completed analysis and any supporting documentation
Prepare and deliver formal CAP correspondence IAW DON Correspondence Manual (SECNAV M5216.5 CH-1) and CAP promulgated policies and procedures
Provide day-to-day documentation management of the existing (NCAP) database's contents and processes on NIPR and SIPR
Monitor and perform data mining of Navy and Marine Corps databases and websites to identify and obtain necessary information on programs and activities requiring assessments
Provide coordination, administration and technical support for a variety of meetings
Qualifications
Secret Security Clearance
Bachelor's degree from an accredited institution
Seven (7) plus years of experience in arms control, international relations, national security, or a related field
Posses excellent verbal and written communication skills
Proficient with Microsoft Office Suite for performance of duties
