Description
CSA is looking for a remote Operations Planning Analyst II to provide training, policy, and Emergency Management (EM) Program Assessment Support to the Commander Navy Installation Command (CNIC), located within Building 111 at the Washington Navy Yard in Washington, DC.
Primary responsibilities include supporting the development, delivery, and tracking of training to the Navy emergency management community, including installation emergency managers, emergency operations center managers, incident management team members, and installation commanding officers, executive officers, and senior enlisted personnel. The role also involves developing, coordinating, and drafting Emergency Management policies and procedures, facilitating policy review discussions, drafting official taskings, and tracking comments. Additionally, the role supports the delivery and tracking of Emergency Management Program metrics.
Requirements
Impact Tasks:
Manage task order level activities, including delivering plans of action and milestones (POAM) and providing regular status reports.
Training Program Support:
Maintain knowledge of DoD and Navy EM policies and doctrines.
Coordinate biennial reviews of training curricula and materials.
Establish continuous review processes for training content.
Maintain repositories of best practices and recommend curriculum improvements.
Develop and analyze training delivery metrics.
Support conferences and working groups.
Policy Support:
Support lifecycle management of various emergency management documents and plans.
Metrics Development:
Draft and maintain emergency management metrics and reports.
EM Assessment Support:
Develop and maintain the EMPAT tool, assist users, and generate reports.
Travel as needed and provide outputs in various formats.
Qualifications:
Active Secret Clearance.
Minimum of 10 years’ experience in doctrine, policy, and plans development in a C2 environment, or 5 years in emergency management plans plus 5 years in incident operations.
Master’s Degree in Business Administration, Public Policy, Public Administration, IT, or Engineering.
Recent experience leading DOD projects involving studies, gap analyses, COA development, and briefings.
Knowledge of DoD Title 10 regulations.
At least 10 years military service.
