Job Description This position is contingent upon successful contract proposal submission and award. Prevailance is seeking an experienced and mission-focused professional to serve as a
Training, Policy, and Emergency Management (EM) Program Assessment Support Specialist
for the
Commander Navy Installations Command (CNIC) . The role involves supporting the development, delivery, and tracking of Navy EM training, policies, and program assessments. It requires expert knowledge of EM principles, training program development, policy drafting, coordination, and analytical skills to maintain and report on EM metrics. Travel along the east coast of the U.S. may be required during a Continuity of Operations (COOP) event.
The Support Specialist will support 12/7 watch stander operations for the Emergency Management Department, assist with briefs, summaries, stakeholder coordination, and administrative tasks related to the program.
Responsibilities
Training Program Support:
Maintain knowledge of DoD and Navy EM policies, review and update training curricula, track metrics, and support conferences.
Policy Support:
Draft and update EM policies, coordinate reviews, and manage stakeholder feedback.
Program Metrics and Reporting:
Develop and refine emergency management metrics, produce QA/I reports, and adapt metrics as needed.
Assessment Tool Management:
Support the EMPAT system, train users, troubleshoot, and generate reports.
Task Order Management:
Develop POAMs, provide updates, and document activities for reports.
Minimum Requirements
Minimum 10 years of emergency management or operations center experience
Minimum 5 years supporting installation EM programs
Knowledge of Navy installation EM programs
Strong understanding of NIMS, NRF, ICS, HSEEP, CAP
Proficiency in Microsoft Office, especially MS Access
Experience delivering training and incorporating feedback
Excellent communication skills
Professional demeanor for briefings with military and civilian leaders
Preferred Qualifications
Experience with Navy Echelon I-IV commands
Knowledge of adult education principles and instructional design
Education
Master’s degree in Emergency Management, Disaster Response, Adult Education, Public Policy, Public Administration, or Business Administration is highly preferred.
Equivalent EM experience (at least 8 years of military service with EM) can substitute for a degree.
Security Clearance
Current SECRET Security Clearance required
