Dean-Fluor is seeking a Program Manager in Vienna, VA, to oversee operations and maintenance of a large O&M facility. Responsibilities include managing Custodial, General Maintenance, Electrical, Mechanical, Security, HR, and IT personnel, and providing 24/7 qualified FCC operations staff capable of operating and updating all FCC system control applications.

Responsibilities
Maximize system efficiency and revise operating controls as needed.
Ensure continuous operations and manage FCC personnel to handle emergencies.
Lead staff recruitment, training, scheduling, reviews, promotions, and disciplinary actions.
Develop processes, SOPs, and training programs for complex systems monitoring and control.
Establish a 24/7/365 service call response system in coordination with Work Control.
Support development of the CMMS program and implement related processes.
Manage integration and functionality of building control systems, including EMCS and Life Safety Systems.
Assist in developing preventive maintenance programs and project schedules.
Implement safety procedures, generate safety reports, and maintain safety records.
Develop systems for tracking expenditures and coordinating subcontractors.
Develop and maintain project budgets.
Qualifications
Bachelor's degree in mechanical or electrical engineering with 8-10 years of experience, or 13+ years in building operations.
Experience with SCADA systems, network maintenance, and troubleshooting.
Experience with data-gathering components like power meters, relays, PDU's, and UPS.
Knowledge of Industrial Building Operations.
Compliance with licensing and certification requirements.
Ability to work various shifts, including weekends, holidays, and overtime.
Availability for 24/7/365 operations.
Ability to obtain and maintain a TS/SCI security clearance.
Desired Skills
PE license (preferred).
Commissioning experience.
Familiarity with Windows and Unix/Linux server configuration and security.
Bachelor's or master's degree.
Abilities
Ability to work with extended computer screen exposure.
Physical ability to sit for long periods and reach in any direction.
Finger dexterity for manipulating objects like keyboards.
Strong listening, speaking, reading, and comprehension skills.
Ability to apply rules to solve problems and understand speech.
