The position is responsible for oversight and coordination of all functions related to the execution of MCC, a centralized, worldwide, multi-service, website application that automates access to military and community-based CY programs. The incumbent manages all aspects of design, development, and implementation of the MCC system serving approximately 3,000 program users and 50,000 families. Responsibilities Design, develop, manage, and operate the MCC application. Guide MCC contract teams supporting project management, software development, testing, and training. Gather and translate business requirements from users and stakeholders. Serve as the Contracting Officer's Representative (COR) for MCC contracts, managing project plans, budgets, and performance. Develop program standards, metrics, and coordinate system functionality with development teams. Advise on management practices to enhance MCC use and improve child placement and care demand tracking. Lead communication and outreach efforts to families, providers, and military stakeholders. Oversee MCC training programs and develop materials for diverse end-users. Coordinate inter-agency teams, chair MCC working groups, and facilitate meetings. Ensure effective marketing, branding, and customer service protocols. Manage defect triage processes and escalate issues appropriately. Develop and monitor program performance objectives and budgets. Represent MCC in inter-departmental teams to analyze and resolve complex issues. Requirements Must pass background checks, obtain and maintain a Secret Clearance, and pass a physical and immunization requirements. Ability to complete required training and maintain certifications related to DoD Child and Youth Programs. Qualifications Four or more years of experience in program management related to child and youth programs, with knowledge of project management practices, MCC systems, and DoD policies. Skills in communication, training development, team coordination, and conflict resolution are essential. Education No specific education requirement. Additional Information Salary depends on experience and education. Participation in a probationary period and use of Electronic Fund Transfer are required.
