Job Description: Strategic Technology Institute, Inc. (STi) is seeking qualified applicants for a Procurement Specialist in support of Naval Sea Systems Command’s (NAVSEA) Naval Surface Warfare Center Carderock Division (NSWCCD) requirements at their research facility in Bethesda, MD.
STi is a minority owned small disadvantaged business (SDB) providing effective and innovative solutions in Maintenance, Repair, & Overhaul (MRO), logistics, Safety, Reliability, Maintainability, & Quality Assurance (SRM&QA), IT & cybersecurity, and project management & control. Responsibilities include:
Preparing and coordinating all tasks related to advanced procurement planning.
Ensuring accomplishment of competition management goals, serving as the principal technical advisor to commanders and civilian officials.
Providing executive leadership by supervising program managers and delegating responsibilities throughout the acquisition lifecycle.
Overseeing all program activities and formulating policies and procedures accordingly.
Developing program management techniques and establishing internal controls.
Organizing acquisition management activities, determining priorities, training needs, and establishing performance standards.
Serving as a coordinator among leaders, staff, and units for successful development and execution of acquisition plans.
Managing project activities including costs, schedules, logistics, and systems integration.
Overseeing contracting functions for supplies and services critical to operations.
Analyzing purchase requests, evaluating offers, and performing cost or price analysis.
Awarding and administering contracts in compliance with statutory and regulatory requirements.
Minimum Requirements:
Bachelor’s Degree in Business, Logistics, or a related field from an accredited institution, or additional military/DoD experience in procurement.
At least one year of experience processing MILSTRIP procurements.
Preferred experience in procurement management, customer service, and process improvements.
Working knowledge of NAVY N-ERP system is preferred.
Possession of a favorably adjudicated PSI at T3 level.
