Develops bid specifications, initiates and evaluates price quotations, authorizes purchase orders, forecasts annual contract requirements, administers and prepares bid specifications for annual contracts in assigned commodities, and performs contract administration duties.

Create and administer bid specifications, quotations, and proposals according to state law and county procedures. Evaluate and recommend the best bid, including solicitation and analysis of additional offers, add-ons, and best and final offers. Ensure vendor submission of Form 1295 and HUB certification, current and adequate insurance, and bonds. Check with Tax Office for tax delinquency. Issue purchase orders and pay tariffs and taxes as needed. Investigate and resolve problems arising from nonconforming specifications, poor service, late delivery, canceled orders, improper invoicing, and back orders. Prepare court communications and spreadsheets for presentations to the Commissioners Court on high dollar items and other action items, including late invoices. Train and assist department personnel on the requisition system, purchase order issues, and payment problems. Answer questions regarding the system and order status. Attend interdepartmental planning meetings related to long-range purchasing goals. Perform contract administration duties on annual contracts, including contacting departments for renewal options and notifying vendors. Participate in preparing the Tarrant County fiscal budget and provide documents for budget estimates. Facilitate pre-solicitation and site visits with departments and vendors. Conduct project scope reviews, pre-award meetings, and vendor reference checks. Report workload, compliance, and analyze spending and cost savings. Modify contract terms and verbiage in conjunction with the Criminal District Attorneys Office. Prepare for bid protests, coordinating with protesters and the Criminal District Attorneys Office. Gather information in response to open record requests. Perform other related duties as assigned. Minimum qualifications: Bachelor's degree or higher. Three (3) full-time years of purchasing experience. Nationally recognized purchasing certification preferred. Knowledge of spreadsheets and word processing in an automated purchasing or computerized accounting environment. Knowledge of current state laws. NOTE:
