PERSONNEL SUPPORT SPECIALIST Location: Dunn Loring/Falls Church, VA Office Presence: 5 days on-site Compensation: $120k Benefits: 20 days PTO, medical, dental, vision, life, AD&D, STD, LTD and 401k w/ company match General Description: The position is located in the Office of Antiterrorism Assistance (DS/T/ATA). The incumbent advises management and provides guidance and drafting on personnel activities such as drafting, facilitating, and updating position descriptions and statements of work; determines the professional qualifications and skills required to fill vacant positions; analyzes processes, procedures, and requirements to fulfill in-house staffing initiatives; and performs a variety of personnel related issues/topics. The incumbent performs research and coordinates input resulting from interviews with supervisors, managers, and staff members to determine and establish evaluation factors required for successful completion of specified position actions and necessary for developing written materials. Professional Qualifications and Skills Must possess a Secret security clearance; Bachelor’s degree from an accredited educational institution recognized by the U.S. Secretary of Education and at least ten (10) years of experience related to personnel processes and Human Resources activities, or fifteen (15) years of experience related to personnel processes and Human Resources activities; Excellent writing and oral communications skills; Excellent interpersonal skills; In-depth knowledge of Office of Personnel Management Position Classification Standards, job series requirements, and Qualifications Standards; Proficiency in the use of Microsoft Office applications (Word, PowerPoint, SharePoint, Excel and Outlook). Major Duties Facilitates a full range of in-house personnel materials to include, but not limited to, composing statements of work and/or position descriptions; The work involves applying fundamental personnel laws, principles, policies, methods and practices; familiarity with Office of Personnel Management Position Classification Standards, job series requirements, and Qualifications Standards; interviewing, and analytical and research techniques sufficient to conduct research and fact finding; and drafting and editing resulting documentation; Provides advice, guidance, consultation, and assistance to ATA management on a variety of personnel support activities to include, but not limited to: the basic principles of, and how to write a statement of work and/or position description; requirements for, and how to compile evaluation factors for specific positions; and, flexibilities and procedural requirements sufficient to support basic activities to facilitate in-house staffing initiatives; Coordinates and liaises with ATA management, supervisors, and senior staff to identify and ascertain duties, functions, and knowledge required for successful performance of various positions; Performs research, utilizing various resources and methods, and develops information necessary for the preparation of personnel materials; Keeps current on regulations, policies, practices, and procedures relative to personnel requirements; Provides guidance on the latest personnel developments, techniques, and practices that may enhance staffing initiatives and support management goals; Coordinates and performs a variety of administrative activities in support of ATA in-house personnel actions.
