Knowledge and Experience
• A minimum of 10 years of experience as a Manager of Training, with prior professional railroad training experience on an FRA-regulated railroad and/or transit systems.
• Expertise in developing and implementing robust training programs across all rail departments.
• Preferred experience in administering relevant regulations, including but not limited to FRA, FTA, OSHA, and NTSB accident and incident investigation procedures.
• Extensive experience working within a Safety Management System, particularly in unionized environments and tightly regulated settings with inherent operational safety risks.
• Proven experience at the executive level in organizations with operational activities involving significant safety and environmental risks.
• Demonstrated success in influencing organizational culture and enhancing capabilities through systemic, strategic approaches.
• Must be fully committed and available to respond to operational needs at all times.
Key Accountabilities:
Safety Strategy and Reporting
Develop and coordinate the implementation of the organizational training plan that enables the effective management of risks to produce “best in class” safety performance and full compliance with industry regulations.
Development, oversight, and implementation of all safety and safety-related training programs while ensuring compliance with regulations such as FRA, DOT, and OSHA.
Oversee, develop, and manage all safety and compliance programs within the organization.
Ensure robust policies, procedures, and processes are in place and fully implemented to foster a safety-first culture.
Ensure appropriate data collection and analysis to identify and prioritize initiatives to improve safety performance.
Compliance and Audits
Ensure compliance with obligations outlined in the Operating Agreement, federal regulations (FRA, OSHA, etc.), and Keolis policies.
Identify and coordinate effective corrective actions for hazardous conditions and practices.
Maintain and improve the “Haz Com” program and related documentation.
Ensure the delivery of internal audits and coordinate external audits.
Ensure adherence to the Drug & Alcohol testing regime.
Monitor internal audits and inspections, tracking corrective action closures.
Coordinate audits conducted by external agencies.
Improvements
Provide strategic and tactical direction on safety and training matters.
Lead studies to monitor and analyze safety issues and emerging trends, developing effective solutions.
Research relevant safety advancements in the marketplace for potential application.
Lead cross-organizational projects and multidisciplinary teams.
Represent the company as a liaison to agencies such as FRA, OSHA, and the Department of Labor.
