Design Build Pursuit Manager
role at
Millstone Weber, LLC This opportunity entails leading the execution of Alternate Delivery Pursuits while building and maintaining effective and meaningful client relationships. This position manages the delivery of all aspects of one or more pursuits with values ranging from $5m to $500M+, including technical aspects, operations, contracting, project controls, quality, and risk.
Responsibilities
Manage private or public sector pursuits and proposals. Including but not limited to Design-Build, CMGC, GMP, and negotiated work. Work with preconstruction/business development, construction, operations, and other specialized services to complete compliant submittals. Collaboration with intercompany departments to ensure risks are covered and win strategy is maintained (Legal, Insurance, Estimating, Project Delivery, Operations, HR and Safety teams). Analyze & interpret proposal documentation such as Requests for Information (RFIs), Requests for Qualifications (RFQs), and Requests for Proposal (RFPs) Proactive management of pursuit budget including Design fee, internal costs, and any partners' cost. Maintain deliverable matrix, proposal development schedule, and identify necessary support resources. Supervise and mentor MW Team to ensure proper direction, coordination and sharing of information. Document control with appropriate pursuit team members. Facilitate work sessions with appropriate parties to define and implement a win strategy Consistent communication of team branding and win themes to appropriate team members Perform research and information gathering to support strategy development. Lead proposal kick-off meeting with pursuit team Conduct meetings with and regularly provide guidance to content contributors. Quality check and edit proposal documentation for compliance, grammar, logic, and readability. Identify and incorporate missing strategy elements and win themes. Identify risk items and develop mitigation strategies. Manage proposal development by tracking deliverable deadlines to keep pursuit team on schedule. Organize and facilitate effective proposal reviews including managing distribution of draft materials, leading review meetings, and coordinating the draft recovery process with authors. Plan and oversee final review, assembly, and delivery of the printed and/or electronic submittals by established deadlines. Work with the proposal team to facilitate interview preparation plan and schedule. Create presentation materials (boards, PowerPoint presentations, placemats, name tags, etc.) Coach speakers through presentation and Q&A practice. Facilitate partnerships with Owners, Designers, Key JV partners, subcontractors, and suppliers. Assist VP Preconstruction. Direct reports include Proposal Manager and Proposal Coordinator Post pursuit involvement on awarded pursuits including involvement through risk mitigation efforts Perform other duties as assigned.
Requirements
Bachelor's degree in engineering, construction, or related field. Successful experience with Alternative Delivery Pursuits; multiple types preferred. Technical Aptitude of construction and/or engineering industry. Heavy-Civil experience is a plus. Ability to navigate and interpret Specifications, Engineering Policy Guides, and other relevant industry guidelines (i.e. AASHTO, ACI, AREMA, etc.). Minimum 10-years of relevant experience. Strong interpersonal and communication skills to broad audiences. Ability to lead, focus, and effectively communicate proposal concepts to assist with team members' understanding of their responsibilities aligning the roles, disciplines, and vision towards the WIN strategy. Ability to maintain discretion and confidentiality at all times. Well organized, flexible, detail oriented and have the ability to prioritize workload to meet deadlines for multiple concurrent tasks. Ability to succeed with minimal guidance, be proactive, and handle uncertainty. Proficient in Word, Excel, Outlook, and PowerPoint. GoogleEarth & HCSS HeavyBid is a plus. Proficient in virtual collaboration tools including SharePoint, FTP Sites, video conferencing, and other marketing related applications. Active Listening Skills Obtain or maintain active membership with Design-Build Institute of America Occasional overnight travel Occasionally move and setup marketing displays weighing up to 50 pounds.
