Digital Consultants seeks a Computer and Information Systems Manager leading enterprise-scale network engineering for IRS data centers, cloud environments, and WAN/LAN infrastructure. This role combines hands-on technical leadership with project management to design, implement, and optimize secure network architectures. You will coordinate cross-functional teams to deliver modernization initiatives, network upgrades, and cybersecurity enhancements aligned with federal and IRS mission goals.
Key Responsibilities:
Lead enterprise network design, engineering, and implementation across IRS data centers, WAN/LAN, and cloud environments in support of IRS modernization initiatives.
Provide technical project management for network upgrades, migrations, and security enhancements, ensuring compliance with IRS standards, FISMA, and NIST 800-53.
Coordinate cross-functional teams of network engineers, cloud specialists, and cybersecurity staff to deliver secure and resilient infrastructure solutions.
Oversee troubleshooting and optimization of complex routing protocols (TCP/IP, OSPF, BGP, MPLS) and enterprise-level network systems.
Ensure alignment of network initiatives with IRS operational goals, continuity of operations requirements, and cybersecurity policies.
Requirements
Clearance:
Must pass a Moderate Background Check (MBI) before beginning work. Education:
Bachelor’s degree in computer science, Information Technology, Network Engineering, or a related field. Certifications:
Cisco Certified Network Professional (CCNP) or Cisco Certified Internetwork Expert (CCIE) required. PMP certification is a plus. Experience: Minimum of 7+ years in network engineering, design, and implementation for enterprise-scale environments, including large WAN/LAN, data centers, and cloud infrastructure. Demonstrated experience managing enterprise-level network operations, including infrastructure modernization, system integration, and hybrid cloud transformation efforts. Proven leadership in overseeing cross-functional engineering teams and coordinating across multiple stakeholder groups, including cybersecurity, operations, and cloud architecture teams. Strong background in managing projects involving routing and switching, LAN/WAN architecture, cloud connectivity, and network security frameworks. Familiarity with the IRS or other federal IT environments, including adherence to federal IT governance frameworks such as FISMA, NIST 800-53, and IRS IRMs. Skills: Enterprise network architecture, design, and implementation for WAN/LAN, cloud, and data center environments. Advanced routing and switching (TCP/IP, OSPF, BGP, MPLS) and network troubleshooting. Hands-on experience with Cisco enterprise technologies and network hardware (routers, switches, firewalls, load balancers). Project management for large-scale network initiatives, including upgrades, migrations, and continuity of operations. Network security and compliance, including FISMA, NIST 800-53, Zero Trust, and IRS cybersecurity policies. Coordination of cross-functional technical teams (network engineering, cloud, cybersecurity). Strong documentation skills for network diagrams, configuration baselines, and technical reports. Familiarity with cloud networking and hybrid environments (AWS, Azure, Google Cloud). Ability to manage multiple concurrent network projects in a high-availability enterprise environment. Physical Requirements:

The salary range for this position is $145,000 to $155,000.
