The City of Oxnard's Public Works Department, Engineering Division, is seeking a Senior Traffic Engineer with strong technical and customer service skills to be part of the team. The ideal candidate will have public sector experience and be well versed in best practices. The ideal candidate will have knowledge of operations and standard operating procedures of an engineering design and development review program.
WHAT YOU'LL DO:
  • Traffic Control Plans: Design, develop, and review comprehensive traffic control plans for construction and maintenance projects, ensuring compliance with local, state, and federal regulations.
  • Traffic Analysis: Conduct and review in-depth traffic studies, including volume counts, speed studies, intersection analysis and signalized arterial analyses (utilizing Synchro package), to assess traffic operation of current conditions and predict future traffic patterns. Utilize data-driven insights to recommend improvements and inform project planning.
  • Safety Assessments: Perform safety audits and assessments based on traffic analysis, recommending improvements to enhance pedestrian and vehicular safety.
  • Project Management: Oversee traffic engineering projects from concept through implementation, managing budgets, schedules, and resources. Ensure that project objectives align with overall transportation goals.
  • Construction Management: Manage construction of CIP traffic related projects, working with contractors and ensuring compliance with Caltrans process and procedures
  • Traffic Design: Develop and review traffic design plans for roadways, intersections, bicycle and pedestrian facilities, ensuring compliance with local, state, and federal standards.
  • Collaboration: Work closely with city planners, contractors, and community stakeholders to integrate feedback into traffic designs and address concerns.
  • Reporting: Prepare technical reports and presentations summarizing traffic design concepts, project updates, and analysis findings for stakeholders.

SUPERVISION EXERCISED / SUPERVISION RECEIVED:
As assigned, incumbents may serve as lead workers, assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Civil Engineer in that it provides advanced journey-level engineering and construction project management work and provides oversight of Civil Engineer staff and activities.
WORK SCHEDULE: The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. This position may be required to work additional hours in response to peaks in workloads and changes in department needs. The City does not offer hybrid or remote work.
Essential Functions

  • Reviews, evaluates, develops and/or verifies plans, specifications, proposals, contracts, designs and/or other technical documents; monitors compliance with goals, standards, policies, procedures, codes, regulations and related laws. May assign work and monitor the completion of work by others.
  • Coordinates reviews and meetings with architects, engineers, departments/divisions, regulatory agencies, inspectors, consultants, public representatives and/or other engineering project/program- related resources; provides technical subject matter expertise and professional engineering support; reviews and reports on progress of action items and/or projects.
  • Troubleshoots, investigates and resolves issues related to projects or processes in assigned area; monitors compliance-related items and issues; performs research and analysis; provides recommendations and implements solutions.
  • Prepares and maintains reports, studies, agendas, schedules, correspondence, estimates, technical engineering documents and/or other project management-related documentation; delivers presentations; researches, prepares and presents recommended solutions and process enhancements.
  • Performs other duties of a similar nature and level as assigned.
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE :
Positions assigned to traffic engineering may be responsible for:
  • Reviewing and approving traffic control plans as produced internally and by contractors/consultants;
  • Reviewing, analyzing and providing comments on traffic impact studies and environmental impact reports related to traffic;
  • Evaluating traffic design engineering projects for conformance to codes and standards;
  • Managing Capital Improvement projects, monitoring their progress and produce the necessary documentation to support the project and its funds;
  • Performing design plan checks to ensure design integrity, compliance with specifications and practices.
Minimum Qualifications
The following are the minimum qualifications necessary for entry into the classification:
EDUCATION :
  • Bachelor's degree in engineering, architecture, construction management or directly related field
EXPERIENCE:
  • Five (5) years of professional engineering and/or construction/ project management experience in area of assignment. Incumbents assigned to traffic engineering, require experience in traffic signal design and transportation planning
LICENSING/CERTIFICATIONS:
Depending on assignment, some positions may require:
  • California Professional Engineering (PE) Registration
  • California Professional Traffic Engineering (TE) registration
  • Valid California Class C Driver's License with a satisfactory driving record
OTHER REQUIREMENTS:
  • Must be able to effectively communicate in English, both orally and in writing

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation Accrual Rates:
Full time employees accrue vacation leave at a rate of 4.39-8.08 hours per pay period based on years of service.
Sick Leave Accrual Rate:
Full time employees accrue sick leave at a rate of 3.70 hours per pay period.
Deferred Compensation:
The City contributes 1% to a deferred compensation program.
Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the level the employee is required to provide bilingual services as determined by the City Manager or designee.
Educational Incentive:
Employees earn educational incentive pay for educational attainments not required by the classification. The educational incentive pay is as follows: Associates degree - 2.5%, Bachelor's degree - 3%, Graduate degree - 3.5%
Health and dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Life Insurance:
City employees receive Basic Life Coverage and have the option to purchase additional insurance.
Tuition Reimbursement:
Full-time employees are eligible for 100% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $1,000 per fiscal year for work related coursework.
Holidays:
The City observes 12 holidays per year.
