The City of Oxnard is seeking an experienced Senior Systems Engineer with deep technical expertise in server, virtualization, and storage infrastructure. This role is pivotal in ensuring the stability, performance, and security of the city's IT systems, including physical and virtual servers, backup and recovery processes, storage networks, and enterprise-level system monitoring.
As a Senior Systems Engineer, you will architect, implement, maintain, and troubleshoot a wide array of technologies with a focus on reliability and long-term sustainability. This is a hands-on role requiring broad infrastructure knowledge and the ability to lead complex projects in a municipal environment.
WHAT YOU'LL DO:
  • Primary role responsibility is the Design, implementation, and management of Active Directory infrastructure, including architecture and troubleshooting.
  • Maintain and support physical and virtual server hardware across the organization.
  • Architect, install, and support Windows Operating Systems, including patch management and OS/app updates.
  • Administer robust backup and recovery solutions and ensure systems meet RPO/RTO requirements.
  • Design and manage system/application patching strategies across environments.
  • Oversee certificate lifecycle management, including installation, renewal, and trust chain validation.
  • Deploy, configure, and monitor system performance and availability using enterprise monitoring tools.
  • Lead lifecycle management initiatives including asset tracking, upgrades, and retirement planning.
  • Utilize PowerShell scripting to automate administrative tasks and configuration management.
  • Design, manage, and troubleshoot VMWare and HyperV virtualization platforms.
  • Support NAS/SAN infrastructure and storage networking systems.
  • Ensure operational readiness through thorough documentation, change control, and knowledge sharing.
  • Provide Tier 3 support for escalated issues across infrastructure services.
PAYROLL TITLE/CLASSIFICATION: Business Systems Analyst, Senior
SUPERVISION EXERCISED/SUPERVISION RECEIVED:
Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
WORK SCHEDULE:
The normal work week is Monday through Friday 8:00 am-6:00 pm with every other Friday off. Depending on area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.
Please note:
The Information Technology Department supports public safety personnel including the Police Department. Therefore, as part of the selection process, applicants will be required to successfully complete a thorough background investigation, which includes a polygraph exam.
Essential Functions
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
  • Provide technical guidance to the IT team, fostering a culture of collaboration and innovation.
  • Design, implement, and/or maintain scalable and secure IT solutions.
  • Optimize IT systems and operations to ensure high availability, reliability, and performance.
  • Conduct technical evaluations, feasibility studies, and cost-benefit analyses for IT initiatives and investments.
  • Adhere to IT policies, procedures, and standards to ensure compliance and security best practices.
  • Troubleshoot complex technical issues and provide timely resolutions to minimize downtime and disruptions.
  • Collaborate with cross-functional teams, including software developers, engineers, and project managers to integrate systems and improve overall IT efficiency.
  • Stay current with industry trends and advancements to recommend and implement innovative solutions that drive continuous improvement.
  • Drive nitiatives to enhance security and efficiency while ensuring alignment with organizational goals.
  • Participate in software upgrades and technology integrations ensuring minimal disruption to business operations.
  • Performs other duties of a similar nature and level as assigned.
Minimum Qualifications
The following are the minimum qualifications necessary for entry into the classification:
EDUCATION:
  • Bachelor's degree in Computer Science, Business Administration, Information Technology, or related field
EXPERIENCE:
  • Five (5) years of hands-on experience (which should include 2 years of experience comparable to a Business Systems Analyst) with the following Systems Engineering disciplines:
    • Active Directory: Expert-level experience with day-to-day operations, troubleshooting, design, and architecture, including domain upgrades, Group Policy Management, ADDS services , and implementation of best practices
    • Server Hardware (Physical & Virtual): Strong hands-on experience with configuration, repair, and lifecycle design of underlying Virtualization and storage infrastructure.
    • Windows Operating Systems: Advanced understanding of OS internals, maintenance, enterprise configuration, system hardening, and enterprise level management functions
    • Backup/Recovery: Proven experience designing, implementing and maintaining enterprise backup solutions, along with knowledge and experience in disaster recovery.
    • OS & Application Patching: Expert in patch management tools and strategies and vulnerability remediation.
    • Certificate Management: Strong experience in implementing strategies for issuing, renewing, and managing digital certificates.
    • System Monitoring: Skilled at deploying and tuning enterprise monitoring solutions.
    • Lifecycle Management: Ability to plan, document, and execute hardware/software lifecycle upgrades.
    • PowerShell Scripting: Demonstrated expertise in automating administrative tasks and developing complex scripts.
    • VMWare: Expertise in deploying, configuring, and managing vSphere environments, along with underlying infrastructure requirements of network and storage requirements
    • Storage (NAS/SAN): Mastery of storage design, data migration, RAID management, and storage expansion.
    • Storage Networking: Understanding of Fibre Channel, iSCSI, and general storage networking protocols.
    • Advanced Storage & Network Design: Ability to plan and implement high-availability architectures for storage and server systems.

LICENSING/CERTIFICATIONS:
  • Valid CA Class C Driver's License
  • Industry certifications such as CCNA, CCNP, CompTIA Network+, or equivalent preferred.

OTHER REQUIREMENTS:
  • Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors

Highly Desirable :
  • Local government or public sector experience especially public safety (police and fire).
  • Comfortable with system administration, patching, and scripting in Linux environments.
  • Experience with secure file transfer solutions.
  • Setup, configuration, and troubleshooting IIS/Apache Web Server.
  • Experience working with AWS, Azure, or hybrid cloud infrastructure, including cloud migrations.
  • Familiarity with virtual desktop infrastructure (VDI).
  • Experience with Microsoft's hypervisor technologies.

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.
Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation:
The City contributes 1% to a deferred compensation program.
Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Holidays:
The City observes 12 holidays per year
Life Insurance:
City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement:
Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.
