As part of the integrated Project Management Team, PACO safeguards schedule, budget, and stakeholder objectives while fostering a collaborative, safety-first culture. The multi-contract program will extend Q-Line service through Manhattan's dense urban fabric, demanding meticulous coordination and technical excellence.
PROJECT OVERVIEW
Phase 2 will add 1.5 mi of new track and three ADA-accessible stations-106 St, 116 St, and a Harlem-125 St multimodal hub-linking to Metro-North and relieving Lexington Avenue congestion. The $6 billion program blends 1970s cut-and-cover tunnels with new TBM-driven bores north of 120 St, creating complex interfaces that require rigorous design-compliance management, stakeholder outreach, and continuous community engagement to bring long-promised transit equity to East Harlem.
POSITION OVERVIEW
This on-site, W-2 contract Project Engineer provides critical technical support and coordination to ensure all design and construction activities comply with contract specifications and quality standards. Acting as the primary technical interface among the Design-Build teams, construction contractors, and the MTA, the role manages engineering documentation flow, reviews submittals, and drives timely resolution of design and construction issues.

KEY RESPONSIBILITIES
- Manage and evaluate design documents and criteria to confirm full compliance with project requirements.
- Administer and track shop drawings and submittals, ensuring timely, contract-compliant reviews.
- Maintain current record copies of contracts, drawings, addenda, change orders, and approved shop drawings.
- Coordinate and draft precise responses to RFIs to keep field and design teams aligned.
- Provide design-interface management across multiple contracts; support dispute avoidance and resolution.
- Evaluate technical aspects of changes and claims, recommending effective mitigation strategies.
- Participate in task-force meetings and over-the-shoulder reviews with Design Builders and the GEC.
- Prepare and distribute status reports; monitor issuance of final design drawings, shop drawings, and product data.
- Demonstrate mastery of technical document reviews, specifications, submittals, and RFI processes.
- Apply knowledge of multiple project-delivery methods, including Design-Build, to anticipate risk.
- Communicate and solve problems effectively with diverse technical and field audiences.
- Leverage strong analytical skills to assess claims, schedule impacts, and emerging issues.
- Document-management systems (Asite, e-Builder, or equivalent)
- Microsoft Office Suite and Bluebeam Revu
- CPM scheduling tools such as Primavera P6
- Bachelor's degree in Civil, Mechanical, Electrical, or related engineering discipline.
- 3-7 years of progressive experience on large infrastructure or transit projects.
- Professional Engineer (PE) license or Engineer-in-Training (EIT) certification preferred.
- Hourly, W-2 contract position: $65.00-$70.00 per hour, commensurate with experience
