About the Role
As a Senior Permitting Specialist, you will play a pivotal role in ensuring compliance with environmental laws and regulations for the California High-Speed Rail Authority's (Authority) Program Delivery group. You'll manage regulatory permitting across multiple construction projects in California's Central Valley, ensuring compliance with key federal and state environmental laws. This includes everything from permitting strategy development and permit applications to construction compliance and reporting.
In addition to overseeing compliance documentation, you will address regulatory inquiries and support the procurement of compensatory mitigation. This role requires expertise in complex programs and permits under laws such as the Clean Water Act, NEPA/CEQA, endangered species acts, and more.
Key Responsibilities
- Collaborate with Authority staff, legal counsel, and team members to ensure compliance with State and federal environmental laws.
- Provide expert guidance on stormwater compliance and water quality regulations (QSP/QSD certification preferred).
- Draft and review clear, concise, and legally defensible documents. (A writing sample will be required.)
- Oversee compliance documentation, address regulatory inquiries, and support procurement of compensatory mitigation.
- 6+ years of experience with regulatory permitting and environmental compliance, particularly with CEQA, NEPA, endangered species acts, and the Clean Water Act.
- In-depth familiarity with the Clean Water Act and extensive experience working with California regulatory agencies.
- Preferred knowledge of MS4 compliance and NPDES regulations.
- 10-15 years of experience in environmental services, permitting, or a related field.
- Exceptional writing, analytical, and communication skills.
- Proven ability to navigate complex permitting processes and manage multiple priorities effectively.
