Raytheon EVM Tier III Focal Lead

This position is referred to as an "EVM Tier III" or Earned Value Management (EVM) Focal Lead within the business because of its accountability for the performance of EVM implementation, execution, and compliance for the assigned Mission Area. This role is a critical element of Raytheon's "Best in Class" EVM System. Proactive leadership and demonstrated capability to develop credibility both internally with program teams and externally with Customers and DCMA will be necessary to drive improvement. The ideal candidate will possess: Considerable EVM experience and demonstrate EVM subject matter expertise throughout the program life cycle, including but not limited to policy and procedure development, implementation assessment, training development and delivery, Agile in an EVM environment, Integrated Baseline Review implementation support and guidance, Subcontractor Integration, Integrated Master Schedule development and maintenance techniques, and EVMS surveillance efforts. Effective and influential communication across all levels of the business (Functional Organizations, Mission Areas, and Senior Management, Program Management, and Government counterparts) is required. A strong desire to foster relationships that improve execution implementation is critical. What You Will Do: Lead compliant EVM implementation and execution activities for Mission Area(s) Prepare teams for all EVM events (IBR, internal and external surveillance, etc.) Provide closed loop feedback to program teams, including options for compliant implementation Review RFP/RFQ bid language for EVM implications; make recommendations for revisions Ensure program leadership and front-line teams understand how to meet the intent of compliant EVM implementation through presentation of training materials Contribute to and/or lead team training events (EVM Forums, EVM Certification Boot Camps, etc.) Assess EVM artifacts for compliance to DIDs, CDRLs, and EVM Command Media Guide EVM Tier IVs within the MA(s) assigned Some travel may be required. Qualifications You Must Have: Bachelor's Degree in Business Administration or related field Typically requires 10 years related work experience Finance/Business; Planning/Scheduling; Program/Project Management; Earned Value Management or a combination of the above; or an advance degree and 7 years' of related work experience. Experience in applications of EVMS, Program Controls, and Cost/Schedule Integration requirements such as the Data Item Descriptions for Integrated Master Schedule (IMS) and/or Integrated Program Management Report (IPMR/IPMDAR) Qualifications We Prefer: Experience with Agile implementation and methodology Experience applying EVMS policies, procedures, and intent across an enterprise in multiple contractual scenarios Current Raytheon EVM Certification or Industry equivalent Demonstrated understanding of the 32 EIA-748 EVMS Guidelines, Raytheon EVMS Process Description Manual 10255, and the EVM Procedures / EVM Policy Instructions or other established EVM policies/procedures/techniques Knowledgeable of full suite of EVMS tools and their application (APEX EV, PMX Tool Suite, wInsight, PRISM EV, etc.) Familiar with IMS development and maintenance tools and techniques Strong analytical and problem-solving skills with excellent oral and written communication and presentation skills Ability to work well under pressure with both internal and external customers and ability to influence without authority Expert in Baselining and Execution Processes and IBR, to include Subcontractor Integration in an EVM environment What We Offer: Our values drive our actions, behaviors, and performance with a vision for a safer, more connected world. The salary range provided is a good faith estimate representative of all experience levels.
