12-month learnership programme
aimed at empowering
persons with disabilities
through structured learning and real-world practical experience in
Strategic Partnerships within Traditional Headman structures . The learnership provides
a national qualification , exposure to public sector systems, and practical experience supporting traditional authority service delivery. Successful candidates will support the
SCSPR-74 Programme
— a multifaceted initiative focused on bridging traditional leadership and modern municipal systems for inclusive development. Learnership Components
Learners will be placed in structured learning rotations aligned with the following focus areas: Quarterly Traditional Headman Strategic Engagements Monthly Communications, Customer Relations, and HR Functions Executive & Council Support, Legal Affairs, and Knowledge Management Information Systems, Innovation, and Policy Planning Organisational Performance Management – Contracts, Data, and Director’s Office Business Enablement, Resource Management, and Resilience Planning Housing, Urban Management, and Informal Settlements Integration Energy, Climate Change, Disaster Risk, and Environmental Sustainability Public Infrastructure – Roads, Parks, Utilities, and Recreational Services Community Events, Economic Initiatives, and Health & Safety Youth and Early Childhood Development Programmes Minimum Requirements
South African
citizen living with a disability Between the ages of
18 and 35 Minimum
Grade 12 / NQF Level 4 Interest in
public administration, community development, or governance Able to commit to
12 full months of structured learning Willingness to be placed in
traditional leadership areas or regional hubs Good communication and interpersonal skills Advantages of Joining
Nationally recognised qualification Mentorship from traditional and municipal governance experts Structured learning (theory and workplace-based practicals) Monthly
stipend Empowerment-focused support and
