Performs difficult advanced technical work supervising and directing personnel within the Maintenance and Service Division. Ensures the delivery of safe drinking water to a population of approximately 180,000 customers and the proper functioning of the meter reading and wastewater systems by overseeing daily field operations, assigning work, and coordinating preventive and emergency maintenance. Ensures the compliance of all local, state, and federal safety and environmental regulations and that the work performed is according to MIOSHA and AWWA standards and procedures.
This position reports directly to the Assistant Superintendent of Maintenance and Service. Major Duties
Ensure compliance with standard operating procedures and safety guidelines, including AWWA and MIOSHA standards. Respond to customer inquiries, concerns, and complaints, related to water distribution, metering systems, and sewage collection. Maintain accurate records of all water and sewer system maintenance, repairs, and replacements. Plan, assign, and monitor fieldwork, including routine maintenance and emergency response activities. Coordinate work crews, equipment, and materials for emergency repairs and maintenance across water, sewer, metering, and lead copper service areas. Supervise daily operations of programs for water service line verification and replacement, cross connection, valve and hydrant and maintenance and flow restrictor programs. Update and oversee computerized record keeping of divisional activities, using Microsoft Applications, and integrated software systems, including modules for purchasing, work order management, utility billing, and timekeeping. Provide training and development to enhance employee skills and performance. Evaluate operational needs and recommend budgets for tools, equipment, and materials. Conduct system inspections, leak detection, failure assessments, and investigate sewer back up complaints. Administer the cross-connection program in compliance with federal, state, and local regulations. Monitors private contractor activities to prevent damage to city utilities. Supervise the water meter program, including automated meter reading systems, to ensure accuracy and efficiency. Manage seasonal crews for street patching following underground water and sewer repairs. Coordinate with Engineering, Traffic Engineering, and state agencies for road closures and repairs on major city streets. Performs other duties as assigned. Job Requirements
High school diploma or GED equivalent. Minimum of five (5) years of experience with water distribution, meter systems, and sewage collection. Minimum of three (3) years of experience in supervisor or lead role, with responsibilities including work crew scheduling, positive completion of work crew assignments, crew performance evaluation, resolution of personnel problems and maintenance or work records. Must possess and maintain a valid State of Michigan Commercial driver's license, Group A with N endorsement. Must possess and maintain a Michigan Department of Environment, Great Lakes, and Energy S-2 certification. Ability to acquire the National Association of Sewer Service Companies (NASSCO) Certification in both; Manhole Assessment Certification Program (MACP) and Pipeline Assessment Certification Program (PACP) within 2 years of placement into position. Completion of First Aid and AED Training required. Strong understanding of engineered water distribution and sewer collection plans, cross connection control programs, and applicable MIOSHA and AWWA standards. General knowledge water and sewer service regulations and GIS mapping systems. Familiarity with confined space entry laws, procedures, and required safety equipment. Ability to remain composed and exercise sound judgment when addressing challenging inquiries; communicate clearly and effectively both verbally and in writing. Must be willing and able to be on-call during alternate work week, including weekends, and to report for work after hours. Must be able to respond 24/7 in the event of an emergency. Working knowledge operating heavy equipment such as backhoes, excavator, front loaders, air compressors, jackhammers, star drills, horizontal boring tools, and valve turner/vac. Basic proficiency of Microsoft Office applications (Word, Excel, Outlook) with the ability to learn and utilize the City's financial software and mobile data collection systems. Ability to manage multiple interruptions and perform well under time constraints and deadlines. Understanding of and ability to support the division's budgeting process.
Supplemental Information Work is primarily performed in outdoor weather conditions with frequent exposure to moving mechanical parts and occasional work in high, precarious places. The noise level is very loud (e.g. jack hammer work, garbage recycle plant). Physical Demands Frequent exertion of up to 25 pounds of force and occasionally up to 50 pounds of force. Frequent standing, walking, sitting, balancing, gross manipulation, use of computer keyboard, and driving. Occasionally climbing ladders, stooping, kneeling, crouching, crawling, pushing, pulling, reaching with hands and arms. Visual acuity to perform essential job functions, including close vision, distance vision, peripheral vision, depth perception and ability to distinguish colors. Clear vocal communication for expressing detailed or important instructions to others accurately, loudly, and /or quickly is essential.
