The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a
Controller.
This position is located in the Office of the Chief Financial Officer (OCFO), Education Cluster (EC), District of Columbia Public Schools (DCPS). The incumbent plans, directs, coordinates and controls all accounting related activities and functions of the Cluster; and is responsible for advising the Associate Chief Financial Officer (ACFO) on the formulation, prescription and promulgation of financial management policies, standards, guidelines, controls and procedures. Duties include, but are not limited to: Monitoring and overseeing the design and development of financial components to assure compliance with Generally Accepted Accounting Principles (GAAP), District policies and procedures, and Federal rules and regulations. Providing technical assistance to the respective departmental programs in the development or modification of accounting systems. Establishing and documenting policies and procedures; interpreting reports, statements, and financial data and preparing the monthly financial forecast. Preparing and/or overseeing the preparation of the Cluster's annual financial statements and consolidated statements; planning and conducting internal financial and operating audits to define control weaknesses and recommend cost effective and value-added remedial measures. Keeping management officials and staff informed and knowledgeable of new or updated systems, policies and procedures; providing training as necessary. Performs other related duties as assigned. Minimum Qualifications:
Eight (8) years of progressive experience performing the related duties and responsibilities such as analyzing technical accounting transactions and implementing GAAP guidelines; preparing financial reports for a large organization; and implementing policies and procedures. Two (2) years must include: serving as a strategic technical advisor for multiple divisions within a large organization; interacting with stakeholders at executive levels; overseeing accounting operations and policies; and management experience.
Active Certified Public Accountant (CPA) certification is required. In addition
– Applicant must have a bachelor's degree in accounting or related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This can include up to six (6) hours of business law.
Applicants must list their active CPA license number on their application and submit an official transcript that verifies a bachelor's degree in accounting or related field and 24 semester credit hours in accounting in order to be considered. If applicable, your application package must include a foreign credential course by course evaluation of all foreign transcripts.
Acceptable foreign credential equivalency reports must be provided by organizations that have current membership with the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE).
