DDTC is responsible for the regulation of defense trade through the Arms Export Control Act (AECA) and its implementing regulations, the International Traffic in Arms Regulations (ITAR). DDTC regulates the temporary and permanent export, as well as the temporary import, of defense articles, defense services, and technical data involving items on the United States Munitions List (USML). It also manages the brokering of defense articles, services, and data, maintains registration of manufacturers, exporters, and brokers, and issues export authorizations. Additionally, DDTC administers the commodity jurisdiction process to determine control classifications and ensures compliance with ITAR and AECA through enforcement actions, reporting programs, and license checks.
Key Responsibilities:
Analyze legislation, judicial activities, policies, and administrative issues affecting the office or technical areas. Meet with management to establish project priorities. Evaluate administrative activities for effectiveness, efficiency, and compliance. Assess policies, services, and resource allocations, considering alternative systems benefits. Develop recommendations and financial or operational impact statements. Assist in developing funding priorities and document program justifications. Review and comment on legislative proposals and administrative policies. Coordinate department goals, planning, and activities for policy improvement. Analyze budgets, develop requests, and recommend funding priorities. Ensure compliance during all budget phases and evaluate staffing/organizational impacts. Proficient in Microsoft Office Suite (Word, PowerPoint, Excel, Access, Visio, Project). Operate office equipment and support IT documentation and software development changes. Perform data validation and functional testing, track performance, and collaborate with IT staff. Travel within CONUS may be required. Qualifications:
High school diploma with at least 5 years of office experience supporting high-level officials, or a bachelor’s degree with 4 years of relevant experience. Active Secret Clearance required, with ability to obtain Top Secret clearance. Strong communication, organization, and presentation skills. Proficiency in Windows, PowerPoint, Word, Excel, and similar programs. Ability to analyze facts, research policies, and reach correct conclusions.
