Job Id: 928-P # of Openings: 1 Job Title: Financial Specialist – Risk Management (Senior Business and Financial Operations) Clearance Level: Top Secret SCI (or ability to obtain and maintain) We are seeking a seasoned Financial Specialist – Risk Management to lead the development and maturation of Enterprise Risk Management (ERM) policies, procedures, and strategies. The role requires expertise in internal control matters and the ability to deliver measurable outcomes that advance internal control goals while fostering a strong risk management culture. Key Responsibilities: Develop and update ERM governance documents. Design and implement an ERM operating model tailored to the customer’s desired maturity level, including team sizing, roles and responsibilities, and staffing plans aligned with existing multi-year ERM Implementation Plan and Roadmap. Define and implement a formal Risk Appetite Statement and risk tolerance thresholds to guide personnel and reinforce a positive risk culture. Establish consistent ERM processes for identifying, assessing, prioritizing, responding, monitoring, and reporting top risks to strategic mission goals, including annual top-down enterprise risk assessments and aggregation of bottom-up risk information from internal control assessments. Develop ERM tools and templates, such as risk lexicon, taxonomy, likelihood and impact scales, risk appetite scale, prioritization criteria, risk register, risk profile, and monitoring/reporting templates. Design and execute an ERM change management approach, including an ERM Training Plan, Communications Plan, and Community of Practice to promote awareness and engagement. Analyze complex problems, consider alternative courses of action, and recommend defensible, beneficial solutions to advance internal control objectives. Respond to government inquiries within expected timeframes, providing insightful, high-quality deliverables. Communicate openly and constructively with engagement team members and government stakeholders. Minimum Qualifications:
Bachelor of Science or Arts Degree in Accounting or Management, or Certified Public Accountant (CPA) certification. 4+ years of demonstrated subject matter expertise in internal control matters. Ability to obtain and maintain a Top Secret SCI clearance. Preferred Qualifications:
Experience with OMB Circular A-123 and COSO’s 2017 ERM Framework. Proven ability to develop and implement ERM policies, procedures, and tools in a government or complex organizational setting. Strong analytical skills with the ability to make well-founded, defensible decisions. Excellent communication and collaboration skills, with a focus on fostering a positive risk management culture.
