:
The Technology & Clinical Applications Manager is responsible for overseeing the organization's IT operations and ensuring the security, efficiency, and reliability of IT and electronic health record (EHR) systems and infrastructure. PCC Community Wellness Center contracts with a Managed IT services company, and the Manager would serve as the primary liaison and oversight to the IT firm. The manager supervises IT-related activities, manages vendor relations, overseeing IT contracts, supervises the EHR staff, and leading strategic IT initiatives to enhance performance and growth.
Serve as primary liaison and project manager for PCC’s Managed IT Services vendor, overseeing day-to-day collaboration, project timelines, and escalated support issues. Hire, manage, and provide leadership to Electronic Health Records (EHR) staff. Supervise all IT-related activities, including end-user support, projects, and hardware management. Oversee PCC’s electronic systems including the phone system, printer infrastructure, and Electronic Health Record (EHR) system, (Athenahealth)—including managing data needs, clinical system integrations, and functionality improvements. Provide occasional onsite technical support to PCC staff in coordination with the Managed IT Services vendor. Maintain regular communication with all IT-related vendors and provide weekly network updates, ensuring systems backup, network security, and overall network health. Negotiate, review, and manage IT-related contracts and licensing for hardware and software. Conduct cost analysis, planning, and implementation of new technology solutions to support infrastructure improvements. Manage the IT budget and oversee cost control measures. Oversee vendor relations, including contract organization, review, renegotiation, and termination as needed. Develop, review, and update IT policies, processes, and procedures to maintain operational efficiency. Identify and mitigate risks related to IT network infrastructure, including conducting annual risk assessments. Design and implement strategic plans for IT infrastructure growth and performance enhancement. Collaborate with consultants and vendors for IT initiatives and special projects. Provide educational content and training for users on IT systems and best practices. Oversee end-user maintenance, including user setup, deactivation, security settings, and Active Directory management. Monitor system usage and workflows, conducting audits to ensure compliance with established processes. Identify workflow inconsistencies, recommend solutions, and collaborate with departments for optimization. Supervise IT/EHR/HRIS software-related helpdesk operations and escalate issues to appropriate vendor support channels. Communicate system downtime, maintenance, and updates to staff. Facilitate regular staff meetings and maintain open communication with employees. Effective management skills to lead IT support and Electronic Health Records staff. Experience in LAN, problem-solving, and quality-focused IT operations. Experience with electronic health records, health information systems, and healthcare applications. Knowledge of regulations, accreditation standards, and federal/state compliance related to health information management. Expertise in healthcare compliance, privacy/security regulations, and access/release of information practices. Strong organizational and planning abilities with attention to detail. Ability to maintain professionalism under pressure and adapt to changing environments. Strong verbal and written communication skills with an emphasis on user support and engagement.
Experience/Training
Minimum of 5 years of experience in IT operations. Minimum of 3 years of experience leading IT teams and projects. Bachelor’s degree in Information Technology, Information Systems, Computer Science, or a related field preferred. Relevant IT certifications and commitment to continuing education.
Technical Knowledge
Basic networking (IP, DHCP, DNS). Basic hardware (Firewall, Switch, WAP, Server, SAN). Virtualization technologies (VMware). Microsoft 365 management and configuration. Windows Server and domain administration. Active Directory and multi-factor authentication. Local and cloud application security. VoIP phone systems. Experience with healthcare-related software applications is preferred (Athena Health, Dexis, Treeno, Trice, and SPOK).

Occasionally positions self to maintain exertion of physical strength to move objects of up to 20 pounds from one level to another. Must be able to transport from one site to another in a timely manner.
Language Skills
Ability to read, write, and speak proficiently using the English language. Bilingual English/Spanish is a plus.
