Description
Under general supervision, performs difficult professional and supervisory work managing the planning, design, and administration of the Engineering Records Group with major responsibilities including quality assurance of utility GIS data and record drawings; provides engineering technical support for Utility Field Operations, Properties Facilities Maintenance, and Engineering; manages the maintenance and storage of engineering records, plans, drawings, and other related records; does related work as required, ensuring satisfaction of internal/external clients. Examples of Duties Work includes developing and enforcing GIS standards and protocols; coordinating the centralization of existing and new GIS data; supporting GIS end-users; ensuring database quality control and integrity; collaborating with Utilities on writing GIS policies and data sharing agreements; Communicating with all external departments (IT/Public works, City Link, etc.) and vendors that will be providing data or software interfaces to the utility GIS database. Participates in the review of subdivision, site, and construction plans and specifications for codes compliance, municipal standards, policies and sound engineering principles; Plans, supervises, and reviews the work of technical personnel engaged in reviewing plats and record drawings to ensure compliance to municipal and state standards; issues permits for new utility services; manages the engineering time management system to charge appropriate funds, agencies, local, state, and federal governments; reviews easement descriptions; creates special mapping using ArcMap or AutoCAD; prepares surety estimates for incomplete infrastructure related to platting; coordinates inter and intra-governmental activities; prepares and presents complex technical reports; provides developers, contractors and the general public with technical information relating to engineering and utility projects; coordinates work of consulting engineers, other municipal departments, and governmental agencies with that of the department; performs a variety of other duties for the Assistant City Manager, City Engineer, internal engineers, and field engineers as directed; reviews assessment rolls and refunds to developers.
Typical Qualifications
Education and Experience: Any combination of education and experience equivalent to a bachelor's degree with major work in geography, information technology, civil engineering or surveying, urban and regional planning; or related field and at least two years of related technical and/or administrative experience in the public sector including supervisory experience. Five plus years of experience in GIS databases for utilities, engineering, or public works; experience with ESRI.
Knowledge, Skills and Abilities: Thorough and working knowledge of ESRI software and program extensions; relational databases and GPS hard/software; thorough knowledge of modern engineering methods and techniques. Thorough knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned; ability to establish effective working relationships with City officials, employees, contractors, and the general public; ability to communicate complete ideas effectively, orally and in writing; ability to calculate complex cost reports; basic knowledge of the financial accounting system.
Physical Requirements: This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires sitting and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data; work is generally in a moderately noisy location (e.g. business office, light traffic).
