The position serves as a key member of the Communication & Engagement Department, working collaboratively with designated city leadership to develop, implement, and manage high-level strategic communication and engagement initiatives. This position provides guidance and context for the promotion, public education, and outreach strategies that support the goals of various city departments and divisions. Using a diverse mix of tacticsincluding marketing, advertising, social media, websites, and public engagement effortsthe Communication Specialist II ensures that residents and stakeholders are well-informed about city projects, services, operations, and infrastructure. This role requires strong strategic thinking, the ability to translate complex topics into accessible messages, and a commitment to fostering transparent and meaningful communication with the community. Experience, Knowledge, Skills Minimum Requirements Bachelor's degree gained through a four-year college/university academic program or specialized technical training. Three (3) years of progressively responsible professional experience involving 21st century communication practices (i.e., marketing, communications, media relations, public engagement, brand management). OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job, AND Possession of a valid driver's license Preferred Bilingual in English and Spanish. Knowledge, Skills, and Abilities Knowledge of communication and public engagement strategies, tools, and best practices for informing and involving diverse audiences. Ability to develop, implement, and evaluate high-level strategic communication plans that align with organizational goals. Proficient in creating content for a variety of platforms, including press releases, social media, websites, marketing materials, and community outreach collateral. Strong command of AP style and grammar for professional writing and editing. Ability to manage digital communication channels and tailor content appropriately for each platform (e.g., social media, web, email newsletters). Ability to plan, prioritize, and manage multiple projects and campaigns simultaneously under tight deadlines. Developing and tracking timelines, deliverables, and success metrics. Experience using project tracking tools (e.g., Team Dynamix, Microsoft Teams, SharePoint) to coordinate cross-functional efforts. Strong interpersonal skills to build effective relationships with internal departments, city leadership, community partners, and the public. Ability to work collaboratively within a team and across departments to support unified messaging and integrated outreach. Understanding of municipal government functions and the ability to engage communities around public services, infrastructure, and policy initiatives. Ability to assess public sentiment, measure communication effectiveness, and adjust strategies based on data and feedback. Essential Functions Strategic Operational Support
Provides direction and context for the communication, promotion, public education, engagement, and public relations aspects of work related to the identified department/divisions. Works collaboratively with various department staff to support and/or perform face-to-face outreach at special event booths and community forums. Creates and gathers materials for meetings and public events that may include displays and signage. Manages project processes including printing needs and collaborating with graphic design and video teams in the production of marketing materials. Assists with photography or videography projects related to communication projects as needed.
Strategic Communications and Engagement
Conceptualizes, designs, implements, manages, and assesses the impact of high-level strategic communication plans that meet the marketing, advertising, public relations, and community engagement goals for multiple city departments/divisions. Initiates planning efforts in the development and execution of strategies including coordination of budget, timelines, media purchases, and communication tools to meet the objectives of various departments/divisions. Works as a project coordinator to organize and align various components of work between stakeholders, consultants, and partners. Aligns communication and public participation initiatives with the overall City of Greeley mission, goals, values, and brand priorities. Works with the digital team to create messaging to build proactive communications, community outreach, and engagement across social media channels.
Copywriting and Editing
Writes and edits news releases, advertising/promotional copy, annual, technical, and program reports, e-newsletters, blog posts, social media content, video scripts, website updates, presentations, and handout materials. Edits and revises written materials created by city officials and staff.
Media Relations
Submits press releases, pitches stories, answers questions, and responds to media inquiries. Works collaboratively with other team members to build and maintain a professional network of reporters and media professionals. When appropriate, serves as a spokesperson, coordinates and schedules interviews, and generally monitor public sentiment. Performs other duties as assigned.
Travel Approximately 10% flexible, local travel required. Supervisory Responsibilities NA Work Environment and Physical Requirements Work Environment Primarily based in a standard office environment, which involves working at a desk or workstation for extended periods.
