This role is pivotal in managing the Center for Workforce Development offerings and supporting students in pursuing workforce training courses, apprentices, and internships as mandated by the New Mexico Higher Education Department (NMHED) House Bill 2 (HB2) Implementation Plan. The position involves overseeing the recruitment and enrollment process for eligible students into approved training programs. Major Duties
Ensure that all project aspects are organized and in compliance with the New Mexico Higher Education Department (NMHED) House Bill 2 (HB2) Implementation Plan. Manage and maintain confidential records and files of the New Mexico Higher Education Department (NMHED) House Bill 2 (HB2) Implementation Plan project. Manage internal and external resources, ensuring that projects remain within scope, schedule, and budget. Provide leadership and support to the GROWTH team fostering a collaborative environment. Oversee industry liaisons who collaborate with community and industry partners, instructors, coordinators, and Career Center to assist students and employers in developing workforce training courses, certifications, internships, and apprenticeships. Oversee the progress of the project staff's daily activities to ensure milestones are met. Oversee the project's life cycle and create reports for the Vice President of Workforce and Economic Development. Identify and report issues or risks and resolve procedure problems. Expand awareness of the New Mexico Higher Education Department House Bill 2 (GROWTH) Implementation Plan to the community of potential students and employers by promoting the program through various outreach efforts. Collect and examine data regularly and ensure data integrity. Directs the work of multiple employees, including making recommendations to hire, promote, and discipline direct reports and conducting annual performance reviews of assigned staff. Performs related duties as requested. Knowledge Required by the Position
Demonstrated strong leadership and communication skills; Strong ability to manage, prioritize, organize, and problem-solve multiple tasks and projects. Outstanding organizational and communication skills. Exceptional attention to detail, be thorough and demonstrate complete follow-through in the execution of the program development strategy. Ability to identify, troubleshoot, and resolve issues and barriers to program participant success. Ability to handle student participant information confidentially. Demonstrated professional appearance and demeanor. Demonstrated discipline in personal time management, self-motivation, accountability and responsibility for the performance of the program development team. A high level of technological proficiency with strong data analysis and presentation skills. Ability to work well under stressful situations and deadlines. Knowledge of creating, managing, and reporting budget expenses. Knowledge of College internships and apprenticeship programs. Skill in working effectively with a wide range of constituencies in a diverse community. Supervisory Controls
The Vice President of Workforce and Economic Development assigns work regarding the NMHED HB2 Implementation Plan's goals and objectives. The supervisor reviews work through conferences, reports, and observation of the Project Manager's activities. Guidelines
The guidelines include New Mexico Higher Education Department policies and procedures, Family Educational Rights and Privacy Act standards, and college policies and procedures. They require judgment, selection, and interpretation in application. This position develops project guidelines. Complexity/Scope of Work
The work consists of supporting students in pursuing workforce training courses, apprentices, and internships as mandated by the New Mexico Higher Education Department (NMHED) House Bill 2 (HB2) Implementation Plan. The variety of tasks and resources to be managed, along with ensuring project milestones are met, contributes to the complexity of the position. The purpose of this position is to support the NMHED House Bill 2 Implementation Plan through industry relations. Success in this position contributes to the efficient and effective education, job placement, and quality standard of practice of apprenticeships and internships of student experiences. Contacts
Contacts are typically with industry partners, professionals, prospective students, other college personnel, faculty, staff, current students, and members of the general public. Contacts are typically to identify and analyze needs, give or exchange information, resolve problems, provide services, negotiate or settle matters, or influence and motivate others. Physical Demands/Work Environment
The work is typically performed at a desk or table or intermittently sitting, standing, or stooping. The employee frequently lifts light and occasionally heavy objects. The work is typically performed in an office and classroom. Supervisory and Management Responsibility
The Project Manager manages the day-to-day performance of the Industry Liaisons (2) and Administrative Assistant II (1). Minimum Qualifications
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department to direct and coordinate work within the division/department, usually interpreted to three to five years of experience.
