POSITION RESPONSIBILITIES: We are seeking a visionary Program Manager or Project Manager to join our team supporting the U.S. Department of State’s Bureau of Counterterrorism. The ideal candidate is both a forward-thinking leader and an attentive listener who thrives on understanding client needs, architecting technology-enabled solutions, and tackling the toughest data, knowledge management, and monitoring and evaluation (M&E) challenges with the Department of State.

PRIMARY RESPONSIBILITIES: Lead the design, development, and implementation of Standard Operating Procedures (SOPs) in line with U.S. government regulations, enhancing business processes for security sector assistance programs. Conduct process mapping and spearhead business process improvements to elevate efficiency and program performance. Direct M&E activities and ensure compliance with federal and Department of State evaluation policies (including 18 FAM 301.4), integrating best practices into PRISM and associated technology platforms. Facilitate planning sessions, stakeholder engagement, and progress reviews with government and Q2IMPACT teams. Manage cross-functional teams—data scientists, technologists, and evaluation experts—to foster collaboration and innovation. Lead change management efforts and staff training to support adoption of new systems and digital methodologies. Ensure rigorous communication, documentation, and quality control throughout the project lifecycle. Adhere to security protocols, including maintaining any required SECRET clearance and compliance with federal IT and acquisition policies. Encourage a culture of curiosity, embracing both the client’s vision and Q2IMPACT’s commitment to data-driven, AI-empowered solutions. MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS: Bachelor’s degree in public administration, international relations, business, information technology, or a related field. Advanced degree preferred. Minimum 5 years of experience managing programs or projects in federal government or international security assistance contexts. Recent experience working within the Department of State, preferably with the PRISM platform and with the Bureau of Counterterrorism. Demonstrated experience designing and implementing SOPs for U.S. government programs and leading business process improvement initiatives. Strong understanding of monitoring and evaluation frameworks, government compliance, and data-driven decision-making. Experience with digital platforms such as Salesforce, Tableau, and cloud-based data services. Project Management Professional (PMP) certification or equivalent (e.g., CAPM, Lean Six Sigma) required; Agile or SCRUM certification preferred. Must be eligible for and able to maintain U.S. SECRET security clearance, ACTIVE U.S. SECRET security clearance preferred.
