Description
The
Program Manager
is responsible for managing and ensuring safe and smooth program operations, and for the training, on-boarding and supervision of assigned direct care staff. This involves supervising the Resident Assistants, ensuring that there is a therapeutic and trauma-informed milieu, ordering food and supplies, program inventory, training staff, running groups for the residents, and assisting with the staff schedule. The

reports to the Program Director for support and supervision.
Location:
Low Threshold Permanent sites follow a harm reduction low threshold transitional shelter program in Boston for women experiencing homelessness, substance use/opioid overdose risk and health/mental health conditions, who may also face multiple barriers to housing.
Essential Functions
Act in accordance with Victory Programs, Inc.’s Standards of Excellence & Philosophy Care at all times, including maintaining professional ethics, boundaries and client confidentiality. Ensure that all services are delivered in compliance with agency standards and contractual requirements. Participate in the interviewing, hiring, on-boarding, and training and termination of program staff. Provide on-going supervision and training for Shift Supervisors and Resident Assistants. Maintain direct care staff schedule. Coordinate with the Program Director to ensure staff coverage for all shifts, providing emergency coverage of uncovered shifts when required. Work collaboratively with the program staff to ensure that all clients receive individualized, trauma- informed services. Engage in relationship building, Nonviolent Crisis Intervention, Motivational Interviewing and conflict de-escalation as needed in the milieu space. Work with the Program Director to manage the intake process. Ensure the ordering, purchasing, pick up, and delivery of food and other program supplies. Ensure that the facilities are maintained in a state of good repair, orderliness, and are free from hazards. Coordinate with VPI’s Facilities Department and/or site facilities department as needed. Develop, implement, and facilitate and/or co-facilitate client groups and complete required group documentation. Provide milieu coverage, including but not limited to: monitoring and assessing the integrity of the program’s congregate setting; empowering clients to act in accordance with the guidelines of the program; conducting rounds and performing safety/wellness checks; answering phones and front door when necessary. Assist in orienting new clients by completing paperwork, giving tours of facilities, reviewing program rules and procedures. Coordinate the delivery, set up and distribution of food service for individuals living in the program. Conduct monthly educational workshops and fun events for clients/residents. Make appropriate emergency referrals (e.g. detox programs, hospital, aftercare, etc.). Attend supervision, staff meetings, clinical meetings, in-service trainings, and agency workshops as requested by the supervisor.
Non Essential Functions
Participate and support the agency in program events, State House rallies, fundraising and advocacy events, rallies, walks and any additional functions. Perform any other duty or task that may be requested from time to time by your supervisor or their designee.
Required Qualifications
High School Diploma or equivalent. Three years of work experience in the field of mental health and/or substance use or homelessness. Minimum 1 year of supervisory experience. Ability to work effectively with individuals of diverse race/ethnicity, sexual orientation, gender identity, sex and drug cultures, age groups, religion, country of origin, disability and economic status. Knowledge of or openness to the Housing First Model, addiction/recovery, Harm Reduction. Knowledge of substance use recovery process, or willingness to acquire within the first 6 months of employment. Ability to relate to clients in an instructive, directive, firm yet compassionate manner. Proficient computer skills Ability to work independently and cooperatively as a member of a professional team. Must be CPR certified (may be obtained upon hire) Completed TB screening (may be obtained upon hire) Three work related professional references; at least 2 from manager or supervisor.
Preferred Qualifications
Bachelor degree. Previous experience in nonviolent crisis intervention, de-escalation, and milieu management. Working knowledge of HIV/AIDS and viral hepatitis, homelessness, substance use, STIs, and sex work as well as health-related social issues faced by persons who use drugs. Ability to work independently and cooperatively as a member of a professional team. Strong organizational, writing, and communication skills. Valid Massachusetts driver’s license and safe driving points of 00, 98, 99, 01, 02, or 03.

These figures adjust based on full time or part time status and allocated vacation time increases with length of employment.
