The Opportunity
WSDOT is currently seeking an experienced engineering professional to serve as the Program Business Engineer with the Puget Sound Gateway Program in Seattle, WA. The objective of this position is to manage agreements for the $2.8 Billion Puget Sound Gateway Program to ensure its successful delivery of the highest quality in a transparent, timely, and fiscally responsible manner. This position works to ensure the successful delivery of the program by working with project managers, WSDOT HQ Consultant Services Office (CSO), Utilities, Railroads and Agreements (URA) and other support and specialty groups within WSDOT and the State Attorney General’s Office. The position reports to the Transportation Technical Engineer, functioning as a senior agreements lead, responsible for the successful development and execution of agreements with consultants, other government agencies, utilities, and other entities.
What to Expect
Among the varied range of responsibilities held within this role, the Program Business Engineer will:
Negotiate, develop, and track contract scope, schedule, and budget for General Engineering Consultant (GEC), Architectural and Engineering (A&E), and personal service consultant agreements.
Review and verify that contract requirements are met using WSDOT Consultant Services procedures, and verification of appropriate consultant rates.
Facilitate contract negotiation meetings with consultant teams
Serve as final reviewer of agreements written by others, both internal and external.
Develop and manage inter-agency, utility, and other agreements.
Enter agreements into the WSDOT Agreement Review Transmittal (ART) database.
Qualifications
To be considered for this opportunity, the following are
required : Contract Development and Management:
Significant professional experience involving work in contract or agreement administration, program management, budget tracking, accounts payable, auditing, or performing closely related duties. Note: A master’s degree in a related field will substitute for one (1) year of the required experience. Transportation Engineering or Program Administration:
Ability to apply principles and practices of transportation engineering, bridge engineering, transportation planning, or related disciplines in a professional setting. Competent in performing duties equivalent to those of a Transportation Engineer 3, Bridge Engineer 3, or Transportation Planning Specialist 3. Contract and Program Administration Expertise:
Proficient in managing contracts or agreements, including development, negotiation, execution, and compliance monitoring. Skilled in program management practices, including budget tracking, auditing, accounts payable, and financial reporting. Legal and Technical Document Literacy:
Demonstrated ability to read, interpret, write, and/or approve formal agreements, contracts, and supporting documents. Technical Proficiency in Microsoft Office:
Advanced user of Microsoft Word and Excel, with the ability to create complex documents, templates, formulas, and data analysis tools. It is
preferred
that qualified candidates also have: Two (2) years of experience with Transportation Engineer 3 duties or equivalent such as a Bridge Engineer 3 or Transportation Planning Specialist 3 duties. Bachelor’s degree with equivalent experience. Knowledge of engineering and negotiating skills coupled with a strong background in State and Federal regulations, and ability to learn and follow WSDOT policies and procedures. Experience and/or training in government contracting methods and procedures with a strong understanding of RCWs, WACs, and other related laws and regulations. Working knowledge of methods and procedures for the development of multiple types of payable and reimbursable agreements. One or more years of supervisory experience.
