Interpreter Certification Program Administrator
The Interpreter Certification Program Administrator is responsible for managing the statewide Court Interpreter Certification Program (ICP) for the Pennsylvania Unified Judicial System (UJS). This position implements and oversees all operational, administrative, and strategic aspects of the certification program to ensure compliance with the laws and policies governing court interpreter certification and to maintain a roster of interpreters sufficient to meet the language access needs of the Pennsylvania Courts. The administrator works closely with court officials, interpreters, professional trainers, and court staff to support the language access needs of our courts and promote equal access to justice. Program Management Plan, organize, implement, and oversee all interpreter certification exams and activities statewide in compliance with applicable laws and policies. Manage the candidate lifecycle from registration through certification and renewal. Effectively manage program budget and resources. Responsible for directly supervising one staff member. Ensure compliance with the National Center for State Courts standards and policies regarding state court interpreter testing. Data & Roster Management Maintain and publish an up-to-date roster of certified court interpreters monthly. Track exam results, renewal status, complaints, and disciplinary actions. Maintain a database of interpreter exam records, including certification and renewal requirements. Independently investigate complaints against rostered interpreters in accordance with the language access regulations. Outreach & Education Design and deliver professional development workshops for attorneys, court officials, and court staff on the need for language access, use of interpreters, and cultural competencies related to limited English proficient and deaf or hard of hearing individuals. Promote awareness of the program to courts and linguist communities across Pennsylvania. Develops strategic outreach initiatives to recruit and retain interpreter talent. Policy & Guidance Maintain language access regulations and guidelines in accordance with the Pennsylvania Interpreter Act and applicable policies, and update when needed. Advise judges and court administrators on the appropriate use of interpreters and certification standards. Provide guidance related to the professional translation of court forms in accordance with the UJS Translation Policy and Procedures Manual. Interact with administrators in other states through the Council of Language Access Coordinators. Minimum Qualifications
Bachelor's degree (Judicial Administration, Linguistics, Public Administration, Adult Education or related field) PLUS Four years of experience in program administration/management, language access services, or court operations. An equivalent combination of education, experience, and/or training may be considered. Additional Requirements/Preferences
Master's degree preferred Certified court interpreter preferred. Strong oral and written communication, presentation, organizational, and interpersonal skills. Statewide travel. A valid driver's license is required. Satisfactory criminal background check required. Job Highlights
