Pre-Treatment Program Specialist
The Great Lakes Water Authority is looking for a Pre-Treatment Program Specialist to provide and support the implementation of the Industrial Pretreatment Program (IPP), as required by the Michigan National Pollutant Discharge Elimination System (NPDES) permit issued to the Great Lakes Water Authority (GLWA). Work as a team member of technical staff and technicians engaged in sampling and monitoring wastewater discharges, field inspections, and investigations at assigned facilities or geographic areas. Prepare control documents with applicable pollutant limitations and pretreatment standards and requirements Job Responsibilities
Conducts site inspections and prepares Inspection Reports and other technical reports pertaining to Pretreatment Issues Reviews sampling data reports and User Compliance Reports Investigates reports of Spill, Upset and/or By-pass to the Regional Sewer System or CSO Investigations of pollution control violators, ensuring the necessary follow-up on continuing violations Under direction of the IWC Management Professional, prepares Permits and/or Control Mechanisms for the discharge of Pretreatment wastewater, groundwater, and other special wastewaters Maintains records and computerized monitoring systems for Pretreatment and User Charges and/or other regulatory enforcement activities Reviews and evaluates a variety of technical reports and prepares summary reports Reviews Industrial User's compliance with regulations and recommends appropriate enforcement response Consults with industry representatives and Authority personnel regarding pollution prevention and control matters Understands and applies the GLWA Industrial Pretreatment Program and Enforcement Response Guide Prepares Industrial Waste Division Administrative and Section activity reports Implements the Authority's Industrial Pretreatment Program and User Charge Program in accordance with GLWA rules Understands the Authority's NPDES requirements Coordinates activities in response to hazardous materials emergencies and other special investigations Performs other duties as assigned Required Education and Experience
At the time of application: Bachelor's degree from an accredited college or university in engineering (Chemical, civil/sanitary, environmental), or chemistry, biology or closely related science or engineering field is required Education requirement can be substituted with at least five (5) years of regulatory program implementation experience, at the discretion of the Chief Executive Officer or designee Physical Requirements

This position requires the ability to climb, bend, twist, carry, stack, push, pull, and other efforts requiring considerable physical strength. This position also requires the ability to lift a minimum of fifty (50) pounds, walk, stand, or work for long periods of time, demonstrate normal color perception, hear audible alarms, detect abnormal equipment sounds, visually inspect equipment and processes at any time of the day or night. Employees will be required to wear respiratory protection and other personal protective equipment; perform scaffold, confined space, elevated and underground work. Employees will also be required to pass a vision test, yearly baseline physical and fit test for respirator/Self Contained Breathing Apparatus. While performing the duties of this position, employees are regularly required to use hands to handle, feel or operate equipment. Environmental Working Requirements
Work is performed at the plants or in a field environment. This position requires the ability to work in all conditions involving exposure to outside elements and seasonal weather. Work may be performed near open water and systems with hazardous chemicals that are acidic, highly corrosive, heat producing and potentially explosive. Work may be performed in confined spaces, hazardous areas that require respiratory protection and personal protective equipment (PPE), and under slippery and wet conditions. Other Requirements
