The primary purpose of the Budget Data Analyst (Operations & Policy Analyst 3) is to support BPA (Budget Planning and Analysis) in reporting requirements for position and budget allocation and utilization across the agency for budgetary and workload requirements. This position evaluates, analyzes, interprets, and delivers data to Senior Budget Analysts, program, and agency leadership. They will develop, implement, and validate ad hoc and ongoing reports, through complex data queries, data analysis, and creating automated reports. They translate metrics and data to agency business needs and technical specifications that will be used to implement the required reports and dashboards and support strategic fiscal analysis and planning. They are responsible to design and maintain structured, reusable data pipelines and storage systems (e.g., databases, data marts, or structured files) for the unit to support efficient data retrieval, cleaning, and transformation for reporting and analysis and for the full data management flow of input, storage, transformation, retrieval, and reporting. The Director's Office is responsible for overall leadership, vision, strategic direction, resource allocation, administrative oversight, and policy direction for the agency. The Director's Office priorities include building a positive, inclusive, and enduring agency culture; using research, data, and analytics to inform decisions; advancing equity and inclusion; increasing meaningful engagement with partners; and becoming an interconnected organization. All of the following units are specifically within ODHS: The Director's Office team includes members of the executive leadership team; Chief Financial Office; Chief Administrative Office team; and additional Centralized Dedicated Resources. (e.g., Office of Program Integrity; Office of Equity and Multicultural Services; Office of Research, Reporting, Analytics and Implementation; Communications; Government Relations; Office of Human Resources; Office of Budget, Planning & Analysis; Governor's Accountability Office; Office of Resilience & Emergency Management; Governmental Relations; Communications; Public Records; and Tribal Affairs.) Budget, Planning and Analysis (BPA) is a budget function within the ODHS Chief Financial Office. This unit collaborates with Executive Leadership when consulting with the Legislative Fiscal Office (LFO) and/or the DAS Chief Financial Office (CFO) on budget management concepts and/or strategies. Members of the BPA unit serve as Subject Matter Experts (SMEs) in areas of position and budget establishment and utilization and relevant potential impacts on budget and fiscal reporting. BPA administers the budget, forecasting, policy analysis and federal compliance issues within the Department. The Office, through its recommendations, affects the level and type of services available to various client populations served by the Department. The budget units within the BPA develop and monitor the department budget and compliance with state and federal laws and regulations, monitor agency program budgets to ensure expenditures remain within budget limitations, generate data for management information and state and federal reporting, and provide management information used to affect the process in meeting the agency mission. Minimum Qualifications: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work. OR; Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification. Essential Attributes We are looking for candidates with: Demonstratable experience applying comprehensive principles and practice of data management ensuring compliance with applicable regulations and financial controls Experience developing reports and pc applications to forecast, monitor and report financial information Demonstratable experience applying interpersonal and communication skills to communicate technical information with diverse audiences, build relationships and engage in collaborative problem-solving Experience organizing work efficiently and meeting numerous firm deadlines with frequent interruptions in the daily work schedule Experience using Microsoft Word, Excel, Power BI and data query software Experience conduction work with cultural humility and responsiveness Your application materials will determine if you are selected to move forward in the selection process. Working Conditions This position is a hybrid work environment that requires coming to the office in Salem, Oregon for quarterly meetings with occasional additional office work as determined by program need.
