WHO WE'RE LOOKING FOR
The Rail Signaling and System Engineer IV reports directly to the Director, Rail Operations. This position requires a broad range of rail systems elements, architecture, technology including Positive Train Control Systems and their implementation on commuter rail, Light Rail, Freight and Rolling stock. This role will be solving complex technical and program issues and providing directions to various technical consultants and contractors. The Rail Signaling and System Engineer will provide support to the CapMetro Project Management Team in oversight of the activities of the System Integrator and will also engage and interact closely with CapMetro Commuter Rail Operations and Maintenance contractor, Freight Contractor and Excursion train. This is a senior position within the rail department and is expected to lead, organize, and administer the agency's signal system and technologies through policy and governance.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is performed in an office and outside environment with exposure to inclement weather and adverse weather conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.
Incumbent must have the ability to stand, walk and travel 90% throughout the workday. This position will need to have the ability to work varying shifts, days, nights, weekends, holidays, and rotating shifts, to meet the department's needs. Must be able to safely operate a motor vehicle. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. This position may require work beyond a normal forty-hour weekly schedule.

Mobility Status:
As a Circulating position, the incumbent has an assigned gathering space. This is usually an operations position. The employee is expected to come in daily for check-in and check-out processes but does not work in an individual workspace. Mobility status is subject to change at any time based on business needs or organizational decisions. This role is based in Austin, Texas and requires relocation to the Austin, Texas area prior to start date.
SECURITY SENSITIVE POSITION
This position is a "Security Sensitive" position. CapMetro will conduct annual criminal background checks on incumbents in this position. A position is "Security Sensitive" if the incumbent handles currency, has access to sensitive computerized databases, has access to master keys, or works in an area of the CapMetro that has been designated as a security-sensitive area.

- Provide technical expertise for rail systems engineering and maintenance activities.
- Participate in system and component testing to verify accordance with contract documents and CapMetro' s quality assurance and conformance criteria.
- Participate in site inspections of construction work to verify conformance with contract documents and CapMetro' s quality and conformance criteria.
- Collaboratively work with different levels of the organizations including contractors to ensure technical standards are being met and project system properly integrates with existing and future infrastructure.
- Review and comment on the Track Circuit Plans, Testing Plans, internally and externally.
- Collaborate with the track department on various projects that involve track work improvement.
- Responsible for leading the design, development and implementation of complex signaling systems ensuring safety, reliability and compliance with industry standards.
- Oversee product development and play crucial role in the integration of various signaling technologies.
- Identifying, managing, and ensuring the traceability signaling system requirements throughout projects life cycle.
- Develop and review design plans, technical specifications, physical architecture of signal systems ensuring they integrate with the overall signal system and meet overall requirements.
- Support wayside signaling interlocking and crossing installation review and acceptance.
- Assist project teams providing technical guidance, managing tasks related to signaling systems, including design reviews and procurement specifications and trouble shooting.
- Review and verify circuit design for wayside signal application, route and aspect charts, braking calculations and highway crossing warning systems.
- Providing expert advice on signaling related decisions, reviewing design proposals, and recommending solutions for technical challenges.
- Support Capital Metropolitan Transportation Authority's Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.
- Perform other duties as required and/or assigned.
WHAT YOU BRING
- Bachelor of Science degree in Electrical or Electronic Engineering from an accredited institution. Related experience may be substituted on a year-for-year basis for up to four (5) years.
- Eight (8) years of signal design and construction experience including two (2) years of project management experience.
- Experience with writing/reviewing test plans, procedures, cutover staging plans, and system acceptance plans and reports.
- Ability to work on high visibility and tightly scheduled large project.
- Excellent organization abilities, analytical skills and communication skills including the ability to effectively communicate technical information to a non-technical audience.
- Excellent oral and written communication skills.
- Ability to work in a team environment in a matrix organization, partnering well with employees, management, users, business areas, vendors, contractors and undertake duties and tasks as assigned without close supervision.
- Ability to identify critical risk factors that may impact the project.
- Excellent attention to detail.
- Demonstrated knowledge in principles and designs of vital and non-vital logic (both relay and processor based), track circuits and cab signaling, AC power track circuits, train stop and absolute block systems, block signal systems, block design, network systems, Human Machine Interface (HMI), recorder systems, safe braking analysis, and other ancillary systems which makes a complete signal system.
- Highway Crossing Warning Systems.
- Familiarity with Federal code requirements.
- Extensive knowledge of signal systems operations and signal design principles.
- Ability to apply rules and regulations of the Federal Railroad Administration (FRA) and American Railway Engineering and Maintenance-of-Way (AREMA).
- Demonstrated experience with PTC systems.
- Experience in construction and maintenance of railroad signal systems and other rail systems.
